改革开放的三十多年，是我国经济社会发展的现代化转型时期。民政教育在这一历史时期迅速发展。本研究结合中国社会转型与现代民政理念，通过分析与评价民政教育三十多年的发展历程，提出了民政教育未来的发展趋势。本研究发现，民政教育经过三十多年的发展仍然“长大未成熟”，是一种生存型教育，表现在行业主导的发展动力、人才培养的“知识本位”定位以及外延建设的发展路径等方面。未来的民政教育应该是发展型教育，要站在现代化的高度定位民政教育，打造现代民政教育体系，促进人的全面发展。
,AbstractEN:The 30-year reform and opening-up in China is the period of Chinese modernization transition of economic and societal development，during which the civil-affair education has been burgeoning. Combining with China’s social transformation and modern civil philosophy from the analysis and evaluation of the course of thirty years of civil education development，this study puts forward the future development trend of civil education. It is found in this study that，civil-affair education is still in the course of growing far from mature even after thirty years of civil education development，which is the type of survival education，presenting the features of development of entrepreneurship-led motion，the “knowledge-based” training，as well as extension-building path and so on. The civil-affair education in the future should be development-oriented education to create a modern civil education system and promote the comprehensive development of man from the perspective of modern civil education.

,AbstractEN:The medical assistance system of our country from 2003 and 2005，respectively，in the countryside and cities，by the end of 2008 has realized a complete coverage of urban and rural，the current has reached nearly hundred million people. Medical treatment includes regular medical treatment shift and disease medical treatment，in the basic medical security system plays a “palm” role. However，medical treatment as the “last line of defense” of poor masses life support，in reality there are many problems and difficulties. Spending poverty families，assistance system design is unreasonable，lack of financial support，department coordination，emergency difficult problems，such as，is the new problem appeared in recent years. Accordingly，in reality，there is a variety of different types of recipients，reflects the recipients of the helpless. Future we should departure from the national conditions，moderately expand the scope of medical aid，adjust the system design，increase the fiscal expenditure，to play the role of social forces to participate in，highlight the “emergency” function and guarantee medical aid real pocket live “social moral and psychological bottom line”.

There are two main departments who purchase the social service from NPO：the department of civil service and Beijing social construction department. The government of Beijing city has achieved a lot in Purchase of Public Social Service Contracting but is still lacking the ability of NPOs，short-term purchasing behavior and so on. It is necessary to better law and policy system，establish long-term professional supervision and evaluation mechanism in order to improve Government Purchase of Public Social Service Contracting.

,AbstractEN:The GK community service center in Dongguan Hengli town has been set up for ten years，from only provide social services for migrant workers by folk financing at the begining，to the present service for low-income migrant workers，both for low-income residents at the same time，the development course from one side reflects the development of social organizations in China and the social work. At the same time，it also reveals the trend of social welfare and social policy that the social assistance from pure material assistance to the full assistance. Take the social work service low objects and the new residents project of the GK community service center in Dongguan Hengli town as an example，we analysed the social work intervention path strategy of low-income earners，rethinking the theoretical and practical significance of the government’s payment on social services and comprehensive social assistance.

,AbstractEN:Community social organization，also known as “the 3rd power”，is the carrier for community residents to realize the action of self-management and self-service. Thus to cultivate and develop community social organizations has become the hard-core of community construction in China. The two examination methods are dispensable. In the marriage registration examination process，efficiency shall be combined to fairness effectively to protect the legitimate interests of the party. In this paper，the basic theories，basic characteristics，basic requirements and basic procedures shall be summarized through the jurisprudence analysis of marriage registration formal examination，substantive examination and binary examination. Existing problems of marriage registration in the formal examination and substantive examination are studied，and binary examination method and corresponding thoughts of marriage registration is proposed.
