从经济特区到自由贸易区既是中国道路的基本内容，又是中国道路的具体体现，更是中国道路与时俱进的表现。中国自由贸易区作为新的历史条件下中国经济特区的一种新形式，既不是国际通行的真正的FTA，也不是完全意义上的FTZ，而是一个功能上超越FTZ，规则上又不同于FTA的具有中国特色的自由贸易区。中国自由贸易区同样也不是一个纯粹的经济概念。它所肩负的改革使命远远高于其所承担的单纯的经济功能。先行先试可谓中国自由贸易区不同于FTA、FTZ的“中国特色”。进一步完善社会主义市场经济体系，促使中国社会由政策开放走向制度开放，推动政府职能转变由理念走向制度安排，从而实现全面深化改革则是中国自由贸易区的历史使命。
,AbstractEN:From special economic zones to free trade zones is not only the basic content but also the specific embodiment of China Road，and what’s more，it’s the expansion with the advancement of time of China Road. As a new form of China’s Special Economic Zones under the new historical conditions，China Free Trade Zone is neither the internationally accepted real FTA concept nor the full sense of FTZ concept，but a concept of free trade zone with Chinese characteristics which is beyond FTZ on function and is different from FTA on rules. China Free Trade Zone is not a purely economic concept as well. The reform missions on it are much higher than the simple economic functions undertaken by it. Prior to carry and try is the “Chinese characteristics” of China Free Trade Zone，which is different from FTA and FTZ. Further improving the socialist market economic system，urging Chinese society towards open system from open policy，and promoting the transformation of government functions towards system arrangement from idea and thus to achieve a comprehensively deepening reform is the historical missions of China’s Free Trade Zone.

,AbstractEN:Under the resource constraints，the economic growth of special economic zones in traditional paths has entered an unsustainable predicament，therefore，finding and exploring the paths to get rid of the shortage of resource supplies and to realize the sustainable development is an urgent need for the development of special economic zones. Green development is the core of transformation development，and its essence is resource saving，whether the emerging industry that takes technological innovation as the connotation or the reconfiguration modes of eliminating backward industries are all in this way. The special economic zones have already begun an important practice in the development path of green transformation. In this paper，we build a green development evaluation indicator system to carry out the quantitative measure of the progresses and levels of the green transformation in the special economic zones，and then，put forward development suggestions.

,AbstractEN:On the basis of the 4 Free Trade Zones of Shanghai，Guangdong，Tianjin and Fujian，China will build 12 comprehensive pilot experimental areas with open economies. If taking the Free Trade Zones as the “preliminary trial”，then the comprehensive experimental area shall be taken as the “pilot trial stage”. This paper analyzes the new basic situations of the new round of comprehensive experimental areas. The author believes that the reform of all kinds of experimental areas should focus on the general goal of the open economy；Functional orientation of all kinds of experimental areas should be cleared to avoid parallel tracks，disordered competition and repeated construction；The spatial layout of experimental area should be optimized，such as increasing the hub city in Northeast China Region and “One Belt and One Road”，etc.

,AbstractEN:This paper studies the evolution of the industrial structures of Shenzhen，and the evolution power of the industrial structures of Shenzhen is：local government’s policies，central government’s policies，business costs and urban planning. The local government and the central government reflect the direct roles of the governments in the economic transition. The business costs improve the home court function and the urban planning is the government’s guiding role in the industry development. The economic structures of Shenzhen can be transited relatively smoothly and well，and the theory for that is close to the comparative advantage and the theory of new structural economics. Industrial structural transformation and enterprise relocation of Shenzhen are the results that Shenzhen government and enterprises continue to seek the local comparative advantages，and the government abides by the market rules，formulates regulations and feasible industrial policies as well as urban development spatial alternation，which achieves dynamic comparative advantage adjustments and makes the economic growth maintain the vitality. Observed from the market behaviors，the local area in Shenzhen can not only cultivate the entrepreneurs and entrepreneurship but also attract the entrepreneurs，while the entrepreneurs are endowed with the ability to seek for comparatively dynamic advantages. The combination of government and enterprise forms the continuously upgrading comparative advantages of Shenzhen industries.

,AbstractEN:Macroeconomic conditions for large-scale investment abroad of a power are discussed in two angles of logic and history. Under the supply-constrained economic situation，since the capital stock is in shortage and the domestic investment space is wide，so not only the investment abroad isn’t required in the macro economy of one country but also the ability of investment abroad is very low，and even the FDI is welcomed into home country. At the beginning of demand-constrained economy，the domestic investment depends on the consumptions and exports. As long as the government promotes the consumption demand by adapting the macroeconomic adjustment policies or the export demand rises，the domestic investment still has larger space but the investment abroad isn’t very urgent. At the mature stage of demand-constrained economy，the potential demands are fairly close to the effective demands and the domestic private investment space is quite narrow，and hence it’s urgent need of the macro economy to invest in the suitable foreign regions. Meanwhile，the investment abroad can also pull the capital goods output of home country which not only lets the GNP increase but also can promote the GDP increase.

,AbstractEN:Various countries in Africa are devoted to duplicating and learning the development modes of East Asia and China，strive to establish the special economic zones with various forms and functions，issue various preferential policies and provide the convenient services to attract the foreign investments and encourage the foreign investments. Relatively speaking，the locational conditions for the development of export industries and world trades in Africa are good，and the special economic zone also starts at earlier stage. With the development for many years，the overall development situation in African special economic zones becomes better and better，and it has owned numerous export processing zones，free ports，industrial parks，free trade zones and various regional integration organizations which aim at achieving the economic integration in Africa. The construction of free trade zones in Africa mainland also becomes closer and closer. China has always been keeping friendly relation with African countries. With the successful development modes of China’s special economic zones，the relation with Africa gradually transfers to cooperation from aid，and achieves the output of development mode of China’s special economic zones by establishing the China-Africa economic and trade cooperation zones，to finally achieve the multi-win and mutual benefit between China and Africa.
