    2016年中国银行业公众透明度评价分析

    摘要

    金融监管趋严、互联网金融发展、金融消费者意识进一步增强等因素,客观上对中国银行业信息披露提出了更高的要求。银行业需要根据监管要求定期披露信息,同时应对互联网金融所带来的深刻变化——金融产品线上化意味着目标客户群几乎等同于网络所能覆盖的地理范围,任何类型、任何程度的负面信息将因为互联网高速度、广覆盖的技术优势被更广泛传播,对银行声誉形成潜在负面影响。而任何细微的、及时地通过微信等自媒体端逐步强化与社会公众沟通的行动,关注并回应金融消费者诉求的举措同样也会潜移默化地积攒着社会公众对一家银行的正面评价。2016年中国银行业公众透明度评价对维度和指标收集进行了调整,将评价分析分为公众需求回应维度、信息披露内容维度和信息披露形式维度,因此在评分方面与2015年有所差别,暂不进行对比分析。从指标统计分析来看,中国银行业公众透明度呈上升趋势。其中,股份制银行在客户服务信息披露、社交媒体渠道建设、负面事件回应方面有明显改善。大型商业银行仍然在社会责任推进管理以及利益相关方管理方面无实质性进展,仅停留在文字性表述阶段。城市商业银行整体公众透明度偏低,除个别已上市银行,其他银行较少发布年报及社会责任报告,通过公开渠道尚未搜集到相关信息,企业治理信息、环境信息、员工信息、公益信息等指标内容缺失,得分较低。政策性银行逐步重视社会责任报告的发布,信息披露较2015年有所加强。外资银行2016年均发布了年报和社会责任报告,信息透明度较2015年有所提升。整体来看,银行在主动回复公众需求方面表现欠佳,极少银行通过公开披露的联络方式回复公众需求或疑问。本研究根据以上问题,提出了建立日常信息收集机制、完善利益相关方沟通机制等改进建议。

    Tighter financial regulation, financial development of the Internet, further enhance the financial consumer consciousness, objectively puts forward higher requirements on Chinese banking information disclosure.Banks need to disclose information on a regular basis according to regulatory requirements, at the same time, deal with the profound changes of the Internet financial, financial product line means that the target customer base is almost equivalent to the network can be covered by the geographical scope, the degree of any type, any negative information will be because of the high Internet speed, wide coverage of technology advantage is more widespread, potential negative impact on the formation bank reputation.And any subtle, and in a timely manner through WeChat since the media side gradually strengthen and the action of the social public communication, attention and response to the financial consumers demands action will also subtly accumulate the positive evaluation of the general public to a bank.In 2016 China banking public transparency evaluation dimensions and indicators collected for the adjustment, evaluation analysis can be divided into the public demand response dimension, information disclosure content dimension and disclosure form dimensions, so in terms of rating is different from 2015, temporarily not were analyzed.Judging by the index statistics, the public transparency of the Chinese banking industry is on the rise.Among them, the shareholding Banks have significantly improved their customer service information disclosure, social media channel construction and negative incident response.The big commercial Banks are still making no real progress in promoting management of social responsibility and the management of stakeholders.City commercial Banks overall public transparency is low, in addition to the individual listed Banks and other Banks less annual report and the social responsibility report, through public channels has not yet been collected relevant information, corporate governance information, environmental information, employee information, lack of public information indicators such as content, low scores.Policy-banking Banks have gradually attached importance to the release of the social responsibility report, which has been strengthened since 2015.Foreign Banks have issued annual reports and social responsibility reports in 2016, with more transparency than in 2015.Overall, Banks are underperforming in responding to public demand, with few Banks responding to public demand or questions by publicly disclosing contact information.Based on the above questions, this paper puts forward some Suggestions on establishing the daily information collection mechanism and improving the communication mechanism of the interested parties. <<
