“Prosperity for all is impossible without health for all.”2706315 Heath is the foundation for common prosperity and happy life. Recently, the action for poverty alleviation in China and the “Healthy China” Strategy (see Figure 1) have revealed the complex correlations between poverty and health from different perspectives and promoted the solution for different problems in the field with preliminary results achieved. In particular, poverty alleviation through healthcare has been fully launched since 2018. With the orderly progress of a series of policy actions, the articles written on legal and policy documents about the right to health have been gradually enjoyed by the public. Meanwhile, we should see that it is urgent to solve the problems and issues relevant to poverty for promoting the right to health of specific groups in the weak links of healthcare services and areas affected by extreme poverty. How was the action to promote poverty alleviation through healthcare proposed? What is the system under institutional and policy design like? What are the tools for effectively promoting the policy system? What achievements have been made and how could they be improved? This paper tries to show the policy system gradually formed during the promotion of poverty alleviation through healthcare in China recently. Special attention is paid to the increasingly clear policy structure from 2018 and corresponding policy suggestions.
