The crime of human trafficking is the third-largest illegal transaction in the world following arms trade and drug trafficking, while abducting and trafficking children is the most serious crime of all kinds of human trafficking. Because the crime is against modern civilization and ethics and seriously violates human rights, it has aroused the widespread concern of governments in the world which have formulated a series of social prevention and control policies aiming at preventing children from been abducted and trafficked and helping the children suffered from abducting and trafficking.2706327 The prevention of crimes is inseparable from the active participation of the social forces, especially the general public, so it is necessary to construct the prevention and control measures to reduce the social factors causing such crimes.2706328 For example, the AMBER Alert System of the United States is a cooperation mechanism for the rescue of abducted children with the joint efforts of official institutions, civilian forces, and social organizations.2706329 The system requires law enforcement agencies to notify relevant departments of the warning information verified to meet the standards for information disclosure as soon as possible after receiving the report on the abduction of children. Other secondary distributors, like large retailers and wireless operators, in cooperation with the National Center for Missing and Exploited Children (NCMEC), can also publish the warning information on their information disclosure platform or send it to the electronic devices voluntarily registered by users for receiving warning information in a certain range.2706330
Focusing on the problem that traditional investigation notice is inefficient and not in time, the non-governmental organizations and official institutions in China have launched China's Child Safety Emergency Response (CCSER) and Emergency Response Platform for Missing Children (ERPMC) through making full use of the modern network technology to keep up with the requirement of the times for Internet Plus Anti-trafficking. Nevertheless, the rapid rescue mechanism for missing children in China mainly relies on the Emergency Response Platform for Missing Children which is still at the initial stage, so relevant procedures and supportive measures should be continuously improved.
