The year 2018 is the medium-term year for China to implement the 3rd National Human Rights Action Plan of China (2016-2020). On November 15, the “2018 National Human Rights Education and Research” Seminar was held in Xi'an, Shaanxi Province. This is the first seminar themed with human rights education held by the China Society for Human Rights Studies. It summarises the experience of human rights education practice in China and looks forward to the future development of human rights education in China. According to the general requirements of the National Humans Rights Action of China for human rights education and under the leadership and promotion of the Publicity Department of the Central Committee of the Communist Party of China and the Ministry of Education, the participating experts believe that human rights education, relying on the National Human Rights Education and Training Base as well as the Centers for Human Rights, is showing four aspects of expansion and five aspects of combinations, and showing a vibrant scene of prosperity.
