After the 3rd Plenary Session of the 11th CPC Central Committee，Northwest China has taken the initiative in promoting opening up to the outside world and achieved many significant results. Since 1984，Ningxia has been proactively exploring the Arab markets，which has encouraged the inland areas of the Northwest to emulate. After the Chinese government decided to open up to the countries to the west，the provinces and areas in West China have been developing economic and trade cooperation with Central and West Asian regions and countries，and scholars have been actively exploring development strategies and implementation methods to promote the opening up of Northwest China to the countries to the west. After China implemented the Great Western Development Strategy，Ningxia applied for the establishment of the China-Arab States Economic and Trade Forum based on its advantages in international trade and economic cooperation. The Forum serves as a new platform for economic and trade cooperation between China and the Arab States，West Asia，and the North Africa region. It is conducive to integrating the advantageous resources of the northwestern region of China and promoting the overall opening up of the western region to the Middle East. Moreover，it further complements and improves China’s overall diplomatic strategic landscape.
