随着改革开放的深入，大量农民参与到城市建设中来，在这一过程中农民、国家和地方政府之间的关系极为复杂，而且处于不断变动之中。政府在制定政策促进农村劳动力输出地和输入地之间的合作时，应该考虑不同的利益相关者的利益，特别是手中握有相当权力的利益相关者。弱势群体的权益应该是中央政府在制定政策时候首先应该考虑到的，但是平衡不同利益集团之间的利益关系也同样非常重要。
