The institutional arrangement is closely related to the economic development mode，different institutional arrangements are required for different stages of economic development. Under new international situations and new domestic economic development patterns，the deep-rooted contradictions of Guangdong economic development have become increasingly prominent，the problems faced by Guangdong economic development have been changed accordingly，and hence new requests on the institutional arrangements are proposed with the change of the development environments. From the perspective of institutional arrangement，the issues that should be settled for the theoretical research of Guangdong economic development transformation are as follows：what are the existing deep-rooted contradictions in Guangdong economic development？What are the obstacles to the institutional arrangements regarding these contradictions？What should we do in respect of institutional arrangement to solve these contradictions and realize economic development transformation？The clarification of these issues will have positive theoretical significance on the transformation of Guangdong economic development mode. Starting from the contradiction existing in Guangdong economic development，the paper analyzes the institutional obstacles concerning the tax system，income distribution systems，collective property rights institutions，institutional deficiencies under economic negative externality and others in the process of economic transformation，and further discusses the theories on how to promote the institutional arrangements of Guangdong economic transformation.
