The task of institutional reform is to realize new institutional equilibrium through promoting institutional evolution and to create new development driving force between old non-equilibrium institutions and new equilibrium institutions，and thereby to promote economic and social development. At this stage，Special Economic Zone should choose an institutional reform route of independent institutional innovation and play a new role during the process exploring the market of China.
