Kashgar，with the geo-advantage of‘5 ports linking 8 foreign countries and one road connecting Asia and Europe’，is an important international gateway for China to enter Central Asia，South Asia，West Asia and even Europe. To build Kashgar into a window city opening to the West and push forward the forming of a new opening structure both on and off land are China’s current substantial development strategies. It is 30 years after the introduction of the Reform and Opening that Kashgar began to quicken its steps of opening and set up the special economic zone，during which the general requirement is to accelerate the transition of the economic development mode and realize the comprehensive，systematic and strategic transformation. Therefore，the reform and opening in Kashgar should be more comprehensive，strategic and innovative. We should combine‘big opening’and‘deep reform’into one，promoting reform in bigger areas and pushing opening on higher levels. Under such structure，a new economic system of‘one gateway，one zone and three centers’can be set up，namely，an international gateway based on trade ports，a free trade zone and an international commercial center，exhibition center and tourist center.‘Shenzhen is in the east，and Kashgar is in the west.’We hope that the old and the new special economic zones can hold hands and achieve the target of mutual development.
