As region/city increasingly gains significance as driving forces of industrial and national competitiveness，studies of the region/city competitiveness are actively ongoing. This paper’s goal is to research upon the city competitiveness with an emphasis on the analytical tool using an integrated model of competitiveness combined with the ser-M model and the 9-Factor model and IPS framework for evaluating city competitiveness，capable of practically contributing to the establishment of regional development policies，and that detects sustainable growth powers for individual cities.
