With the knowledge of individual cities that can be gained from the analysis of urban competitiveness that was discussed in the third chapter of this book and in those that other experts from the Urban Competitiveness Project have presented，city leaders can proceed with some confidence to the activity that is of most interesting and important for them，that of actually formulating a strategic-economic plan for enhancement of the competitiveness of their city. So now let us turn our attention to the process of this sort of planning.
