After China’s entry into the World Trade Organization（WTO），the development of enterprise groups of tourist hotels has increasingly become an important element for tourist enterprises to strengthen their competitiveness. However，its development is currently facing serious system barriers，including：the administrative expansion increasing management cost；pluralistic national investment entity influencing formation of rights within enterprises resulting in quite a lot of X inefficiency rate. The author of this paper holds that the key to tourism development of groups lies in speeding up tourism industry system reform.
