First of all,I would like to express my heartfelt appreciation for inviting us to this memorable Business and Civil Society Forum,first one of its kind held in China.
Japan Bank for International Cooperation(JBIC)is the institution that is established by Japanese Government and 100% capital is coming from national budget.JBIC has been participating to achieve economic and social development and reduce poverty through our ODA program.As you may know,we have some 200 ODA funded projects and committed some 250 billion dollars in China.Furthermore,we have strengthened Sino-Japanese economic relationship through our Other Official Flow windows,such as export credit and private-investment loans.
The world has shown that it has not lost its dynamism.Eco-nomies are beginning to globalize themselves through IT revolution and new trade order like WTO and keep their evolution day by day.And as globalization of markets and economies proceeds,it will be taking our lives into networking society.In this process,the roles of civil society organization have been growing rapidly.In their activities,they take full advantage of global advancement in information technology and,by acting in concert with existing systems,are likely to bring particular benefits to the quality of economic and social development in all over the globe.
In these dynamic trends,with no doubt,China is one of the nations who is enjoying the full benefit of it.As the Chinese economy is stepping higher,Civil Organizations in China also has shown rapid growth in recent years.In my personal experience,when the world women’s NGO conference was held in Beijing in 1995,people watched this event - and especially to the kind of people so-called NGO- with curiosity and even some precautions.But now the time has changed.We are now on the same field and we are sharing the common notion,that without equal partnership amongst Civil Organizations and Enterprises and Government Administration we cannot achieve better quality of economic and social development.
In this challenging environment,JBIC has been participating in achieving economic and social development and reduce poverty through our ODA program.In china,we have commenced the partnership program with Civil Society with various ways.For instance,we held some workshops with NGOs how to precede cooperation and,we invited some experts from the NGO for such as forest conservation technology and empowerment of the farmers in the grassland through implementation stage of our green projects.Also,we consider it important to increase quality of operations with more market-oriented approaches to achieve sustainable development of each project.Of course,business society could play very important role in this field.In this regard,we are looking forward to seeing more and more Japanese citizens and firms playing active and honorable roles through our activity.

In this great opportunity,we want to express our commitment to strengthen the partnership with Civil Society and Business Society,and doing this we sincerely hope that we could make better collaboration and one-step-higher achievement in China,one of the most dynamic stage in the world.
