Liu Gang was born in February 1965 in Jining，Shandong province. Majoring in Economics，He graduated from Renmin University of China and got the doctorial degree in economics in 2001. Now he is the professor of Institute of Economics in Naikai University，besides，he works as the Deputy Director and the doctoral supervisor and the researcher of Political Economy Research Center in Nankai University. His Main research areas are the entrepreneurial economy and innovation in economic policy. In recent years，he has published more than 20 academic papers in the magazines like “China Social Science”. He won the first prize in the Ninth project of “Philosophy & Social Sciences” in Tianjin （2004）and he was selected as a member of “New Century Excellent Talents Support Programs” that was funded by the Ministry of Education（2005）.
