On April 18^th 1990，Premier Lipeng announced that the Central Committee and the State Council approved Shanghai to speed up the development of Pudong New Area，by using policies of economic-technological development areas and some special economic zones for Pudong.Since then，Pudong New Area stepped into a new era.During the last two decades，Pudong’s development was not only gave birth to the “Pudong Model” and made this land a hot spot for global investment，but also played an important role in connecting domestic and international market，promoting the process of Shanghai’s industrial transformation and lifting the reform and opening-up of Yangtze River Delta and the whole country.This paper mainly presents the basic model，essential features and effects of Pudong Development and Opening up.
