2015 was the last year of the 12th five-year plan that became the critical period for building the moderately prosperous society，during which there were a lot of problems challenging the Henan’s economic and social development. In its current stage of the new-trend development，we had to deal simultaneously with the slowdown in the economic growth of the world，the difficulties in adjusting industrial structures，and we had to absorb experiences and learn lessons from the previous economic stimulus policies. Under the guidance of the Scientific Outlook on Development that directs the economic and social development，the Standing Committee of Henan Provincial Committee of the CPC and the Henan Provincial Government the people of the province worked hard and to pursue innovations so as to maintain the continuity and stability of the economic and social development in Henan. We successfully completed the major tasks of the 12th Five-year Plan. New breakthroughs were made in the provincial comprehensive economic strength，grain production capacity，the urbanization level，social governance，urban and rural infrastructure construction and people’s living standard. The economic and social development gained momentum. The fifth Plenary Session of the 18th CPC Central Committee held in October 2015 agreed to formulate the 13th Five Year Plan，which drew the blueprint for China’s development in the next five years and also showed the way of the economic and social development of Henan in the next five years. The year of 2015 took over from the past and set a new course for the future. With full of hope，Henan would take a new look for welcoming the arrival of the next five-year plan. In the upcoming stage of growth，we would adhere to the principles of Four Comprehensives or to comprehensively build a moderately prosperous society，to comprehensively deepen reform，to comprehensively implement the rule of law，to comprehensively strengthen Party discipline. Our theme of the economic and social development of Henan Province would be innovation-driven，coordinated，green，opening-up and interest-sharing.
