In 2015，Henan Provincial Party Committee and Government carried out the spirit of the 18th National Congress of the CPC and the 3rd，4th，5th Plenary Sessions of the 18th CPC Central Committee，deepening cultural system reform，focusing on the construction of core values of socialism and cultural projects benefiting the people and concerning the people’s livelihood，laying stress on the construction of public cultural service system and market system，which resulted in remarkable achievements. The construction focus of public cultural service system was shifted from hardware to software；while infrastructure was constructed，various channels were broadened to improve service modes and service quality. Citizen moral education made big improvements. Morality bloomed in the Central Plains，and advanced figures who moved China and the Central Plains were constantly emerging. Local writers won “Mao Dun Literature Prize”. The cultural industry was still going gangbusters. Influence of the Central Plains Culture was further increased. Building Henan into a culturally-prosperous province was gaining momentum.
