Pareto Optimum Condition of the Tourism Marketplace Promotion and Evaluation of Implement Mode

As for the promotion subject in the current tourism marketplace of our country,there are five kinds:cooperation promotion of interregional governments,cooperation promotion of interregional tourism enterprises,cooperation promotion between governments and tourism enterprises,promotion of regional government and promotion of large-scale tourism enterprise. The above mentioned five kinds can be concluded three coordination modes:the government oriented,the private sector oriented and the combination of the government and the private sector. In the promotion games of the governments and enterprises,tourism promotion expenses mainly come from the regional public financial allocation,the tourism publicity expense paid by tourism enterprises and the tourism development fund paid by tourism department. Among them,the public financial allocation of the government,which is the chief source of tourism promotion expenses currently,accounts for 63%,with the tourism publicity expense 14%,the tourism development fund 6%,and other sources(such as cumulative surplus over the years)17%. In the promotion of single subject,it is difficult for governments and enterprises to collect a huge sum of promotion expenses due to the pressure of the public financial budget. In the cooperation promotion,the activities are ultimately unsuccessful owing to the reasonable behavior as “hitch a ride” of the subject and the independent gambling between the governments and the enterprises. The supply inefficiency of the tourism marketplace promotion directly affects the promotion of the whole image about the tourism destination and the marketing of the tourism enterprise.
