With the development of modern information technology and natural science，system theory，information theory，control theory began to emerge as a scientific methodology. “Three Theories” have bridged the communications between the natural sciences and the social sciences and provided new ways of thinking and scientific means for human practices and also provided a scientific basis for enrichment and development of Marxist dialectical materialism.

The introduction of “Three Theories” in the management arena caused a revolution in management science. Management becomes a process that carries out collection，transmission，processing，storage，and feedback for relevant information of the object system，a process in which uncertainty is reduced in the decision-making process of management mainstay，and a process in which information is controlled. Therefore，any management system can be viewed as an information control system. Management from either a factory，a shop，a school or a research institute，to either a sector or even a nation or a society all can introduce such methods as systematic analysis，optimized selection and information control；with the help of computer and mathematical models，the qualitative and quantitative analysis can be integrated，through a multi-variable and multi-system analysis，synthesis and judgment，to make management decisions be based on a reliable basis，and through the information control of system running，to fully take advantage of the coordination & commanding functions of the management，thus achieving the desired targets of the system.
