The Sixth Plenary Session of the 16th CCCCP’s “Decisions on a number of major issues regarding building a harmonious socialist society” pointed out that “development is the prerequisite of a harmonious society”. The important conclusion clearly defined the relationship between a socialist harmonious society and economic development. According to the basic principles of productivity determining production relations of the historical materialism，establishment of equal and harmonious relation between people，human and society should rely on the development level of productivity. At present our community has many problems such as medical care，schooling and employment，etc.，all of which should be solved through the economic development. Especially in the economically underdeveloped areas，there are more problems in social development. We can solve the problems and build a harmonious society with a solid material foundation only by speeding up economic development. The “Decision” attached importance to the problem of imbalanced development. At present，the widening gaps between urban and rural areas，between regions，and social development lags behind economic development. These are the three prominent problems. The imbalance in regional development essentially reflects the imbalanced development between urban and rural areas，the gap between central & west and east regions mainly shows that the economic development in central & west rural areas lags behind the coastal areas. The underdevelopment of social undertakings，especially in central & west region is caused by the restriction of economic development level. Addressing the imbalanced development of the three aspects，the “Decision” issued important policies in promoting the building of new socialist countryside，promoting coordinated regional development and developing social undertakings.
