Since 2008，mainly influenced by global economic crisis，the domestic economic growth declines month by month. If this situation cannot be changed soon，it will bring serious impact on the economic trend of 2009. The Party Central Committee and State Department made an important policy of expanding domestic demand and enhancing the increase in timely manner.
