The Fifth Plenary Session of the 16th CCCCP and the “Eleventh Five-year Plan” highlighted the independent innovation capability and the establishment of an innovative country，which is a major strategic decision related to overall economic development and long-term development potential. During the “Eleventh Five-year” period，the strategies that we will implement include the strategy that promotes the harmonious development between urban and rural，regional，economic and social aspects，industrialization and urbanization strategy，energy and resource conservation strategy，all of these strategies are based on actual situation. However，compared with the former strategies，I believe the independent innovation ability is far more important and far-reaching. In other words，the independent innovation is the core strategy of “Eleventh Five-year” because the implementation of other strategies relies on the independent innovation capability. Only if the independent innovation ability improves，the economic growth pattern can be truly changed，the low-level and redundant construction can be avoided and the resources and environment pressure caused by economic growth can be alleviated；only if the independent innovation ability improves，the ordinary people can increase their income and accumulate the wealth quickly through the economic development，and the country can improve its economic strength and international competitiveness；only if the independent innovation ability improves，the drastic fluctuations of the economy can be avoided，the economy can grow steadily and rapidly in the next 15 years，and China’s GDP per capita can exceed 3，000 dollars smoothly to make the difficult period a rapid growth period. Over the past six months，the independent innovation strategy proposed by the central government has caused a strong response，driving the significant increase of investment in technology development，and the mounting enthusiasm in independent innovation，many companies have put independent innovation the top priority.

Independent innovation aims to obtain proprietary technologies and products，and we should do everything possible，take any legal approaches based on actual situation to achieve the objective. Based on the experiences in various regions，the following approaches provide references for enterprises and local governments in implementing the independent innovation strategy：
