The development level of the equipment manufacturing industry，a sector to create means of labor，determines not only what tools people can use for production but also the efficiency of labor productivity and the overall production level. With the evolvement of social productive forces，a nation’s development level of the industry has become a full reflection of its technological and industrial level and its economic strength and competitiveness. The Proposal of the CPC Central Committee for Formulating the Eleventh Five-year Plan for National Economic and Social Development（referred to as the Proposal hereinafter），which was adopted at the Fifth Plenary Session of the Sixteenth Central Committee，regarded the revitalization of the equipment manufacturing industry as a significant measure for optimizing and upgrading the industrial structure and set forth specific requirements. Advancing the development of the equipment manufacturing industry with independent innovation in line with the spirit of the Proposal should be viewed as a strategic focus during the “Eleventh Five-year” period.
