Inline with the spirit of the Third Plenary Session of the 14th National Congress of CPC，to speed up establishment of the fundamental framework of Socialist Market Economic System and advance the goal of deepening planned system reform，a very important task is to further upgrade planning conception. This will include change of the planning function under the new conditions to meet demand for establishing a new planning system in line with Socialist Market Economy requirements and enhance sustainable，rapid and healthy development of the national economy.
