Since the 1990s，a wave of economic globalization has developed rapidly and vigorously along with the end of Cold War，which has turned out to be an irreversible historical trend. Given opportunities and challenges brought about by economic globalization，it is important for the purpose of formulating the Tenth Five-year Plan to undertake serious research on how to formulate appropriate policies，seize opportunities，expand the opening-up policy，seek benefits and avoid disadvantages as well as speed up socialist modernization.
