Decision on a Number of Issues Concerning Improvement of the Socialist Market Economic System adopted by the 3rd Plenary of the 16th National Congress of CPC requires that we shall keep public ownership in a dominant position and actively promote a variety of effective implementation patterns of the public ownership. Development of public-owned economy is a basic characteristics of socialist economy system，basis of common interests of all Chinese people and economical ruling foundation of Communist Party of China. Throughout development of Socialist Market Economy，we shall unwaveringly develop public-ownership system，explore various implementation patterns，enhance its economical vigor and promote organic combination between public-ownership system and market economy.
