The economic and trade cooperation zones （including industrial parks） are the main platform and starting point to promote industrial capacity cooperation between China and the Arab states. In January 2016，the “China’s Arab Policy Paper” promulgated by the Chinese government stated：“Following the principle of market-oriented business operation in which enterprises serve as the main player and government as the facilitator，we will combine China’s advantage of production capacity with demands of Arab states，carry out with Arab states advanced，suitable，effective，employment-oriented and environment-friendly production capacity cooperation，supporting Arab states in their efforts to realize industrialization.” On July 10，2018，the 8th Ministerial Meeting of the China-Arab States Cooperation Forum was held in Beijing. The meeting discussed and adopted “the Execution Plan 2018-2020 of China-Arab States Cooperation Forum”，emphasizes in the third economic cooperation that “it should give full play to the role of economic and trade cooperation zones and other areas in deepening cooperation between the two sides in terms of capacity and investment，and support more cooperation between China and Arab enterprises in the construction of the cooperation zone”.

In order to respond positively to national policies，the National Development and Reform Commission，the Ministry of Commerce and other national ministries，as well as local governments such as the Ningxia Hui Autonomous Region，attaching great importance to international capacity cooperation with Arab states，successively corporate with government department and related agencies of countries along the Belt and Road such as Oman，Saudi Arabia and Egypt to establish a number of industrial parks. After years of unremitting efforts，China-Oman （Duqm） Industrial Park and China-Saudi Arabia （Jizan） Industrial Park have made positive progress. The construction of the China-UAE （Dubai） Food Industrial Park and China-Egypt Mankai Textile Industrial Park is steadily moving forward.
