Based on a systematic analysis and summary of the process of industrialization，marketization，business transformation and adoption of legal systems of Chinese travel services over the last 2 decades，the authors focused its research on the current situation and upcoming opportunities and challenges for the travel service sector. It then makes suggestions on the development measures to be adopted by Chinese travel services in the 21st century from six aspects，including industry policy，division of labor system，enterprise system，industry management，business strategy and learning from foreign experiences.
