The two-tier management system that combines the unified management with the separate management on the basis of household contract management is China’s basic rural management system and the main achievement made in the reform and innovation of rural economic system. Facts of rural development over the past 30 years have fully proved that this system is beneficial to promoting the development of rural productivity. The Decision of the Central Committee of the Communist Party of China on Several Major Issues concerning the Promotion of Rural Reform and Development（hereafter call the “Decision”）adopted at the third plenary session of the 17th Central Committee of the Communist Party of China（CPC）stressed that，we must stabilize and improve the basic rural management system，since it is the basic requirement to realize the target of agriculture modernization and overall well-off rural area.
