在今天的全球风险社会和中国高风险社会中，风险、灾害、危机管理的重要性已无须多言。如果说风险社会意味着一个时代性的转变，那么人类如何与风险、灾害、危机共生，就是我们这个时代最为重要、紧迫的研究主题。
南京大学社会风险与公共危机管理研究中心一直致力于风险、灾害、危机的跨学科研究，至今已有十年。在这十年中，中国又相继经历了南方雪灾（2008）、汶川地震（2008）、玉树地震（2010）、舟曲泥石流（2011）、温州动车事故（2011）、芦山地震（2013）、鲁甸地震（2014）等重大突发事件，在灾难中前行。在这十年中，伴随着管理实践的进步，我们的研究也在不断发展，从最初的理论引介到跨学科理论框架建构，再到规范的实证研究与积极的政策建言，在探索中发展。目前，南京大学社会风险与公共危机管理研究中心已经是江苏省和南京大学哲学社会科学重点研究基地，也设有社会风险与公共危机管理的二级学科博士点，形成了稳定的研究队伍，承接了一批国家重大、重点研究项目，这些都为我们进一步推动风险灾害危机的跨学科研究奠定了基础。

,AbstractEN:Traditional military crisis culture originated in the bud of strategics and formed in the Autumn and the Warring States Periods，and gradually improves after two thousand years. War practice being its growing environment，the art of ancient book being its thought source，and military system being the system foundation，traditional military crisis culture has been affected by the war culture，with “strategy” as the core of war idea，and the characteristics of systematical crisis response as well as emphasizing strategy. With the principle of taking the essence to the dross and the principle of making the past serve the present，this paper studies the development context of traditional Chinese military crisis culture，its causes and the characteristics. The purpose is drawing experiences and lessons of dealing with the crisis previously，and summarizing the traditional concept of crisis，providing theory support and direction for the modern crisis management.

,AbstractEN:In recent years，China’s haze disaster continues to occur，but the way to manage the disaster is to use the government as a leader. In this context，this paper puts forward the governance mechanism with the public-private partnership as the core. This theory holds that the relationship between government and civil society organizations is an equal and mutually beneficial partnership，through the analysis of foreign experience in the management of haze，we can get public and private governance haze has a high feasibility. This study stressed that on the one hand public-private partnership is used in administrative systems to make up the low efficiency in public administration. On the other hand，it can develop the social forces，so as to form a public participation in governance haze，to achieve the purposes that coexistence of governance and protection. By combining the beneficial aspects of the public and private sectors，based on the facts of China，balance the relationship between “public sector” and “private sector”，eliminate the inefficient way in which the upper and lower levels communicate information，forming a new “agreement-cooperation” of governance，this is an effective way and development trend of haze disaster management in the future.

,AbstractEN:Adopting technology philosophy，safety management，ergonomics and safety behavior theory，through discussing the basic rules of human risk control of major coal mine gas accident emergency disposal，constructing risk prevention and control system of emergency disposal technology for coal mine gas accident. First，combing the domestic and foreign relevant literature of emergency rescue personnel behavior，thus put forward to carry out the possibility of human technology risk of the major coal mine gas accident emergency disposal；From the point of view of safety management and philosophy of technology，the risk technology of coal mine accidents is interpreted as a social technology. Then put forward the system should follow the principles of several logic. With the major gas accident in coal mine practical situation，using ergonomics and behavior theory method，to discusses the subject and the object，the purpose and the standard value，the content and the method of human risk control for major coal mine gas accident disposal. Among them，the main content methods include basic skills training system and emergency handling behavior skills system application operation，specific behavior skills indicators test methods and operating procedures，etc.. Research shows that human risk control system for major coal mine gas accident disposal helps to improve emergency rescue team train，modify and improve accident disposal effect and it has a certain theoretical guidance and practical value to enhance the effect of the disposal of the accident. At the same time，the research also helps to enrich the theory and method of the field emergency rescue system.

,AbstractEN:Public always perceive higher levels of risk perception of a nuclear power plant，this article tried to explore the impacts of risk information on public risk perception of nuclear facilities. In this article，construction of Haiyang nuclear power plant was set as the research situation，the questionnaire investigation was adopted. This article tried to explore the impacts of risk information on public risk perception of nuclear facilities and build a hypothetical model on the basis of the information flow of Protective Action Decision Model （PADM） to evaluate risk perception. The results showed that the formation of public risk perception is due to the information they received from the traditional information channels and the network information channels，along with their knowledge about nuclear energy and nuclear accidents. Nuclear power knowledge has negative effects on risk perception，while nuclear accident knowledge has positive effects on risk perception. Benefit perception also had a significant effect on risk perception with an inverted u-shaped relationship between them.

,AbstractEN:Colleges and universities are the main body of earthquake preparedness and disaster reduction work for potential talents concentration in China. Beijing is the importance cultural centre in China. The cognition of earthquake emergency plan is very important for colleges and universities where locate in Beijing. Male and female have gender differences. That is，they have possible different cognitions to plan so as to different effectiveness. The description of the survey data and gray correlation analysis show that students have not only similarities but also differences. This paper thinks that male attaches great importance to the theoretical knowledge and female attaches importance to the practice of earthquake emergency drills. Therefore，male need strengthen practice learning during the theoretical study，while female need to pay attention to theoretical study during the drills. All-round construction of earthquake emergency plan should be cognized by students.

,AbstractEN:In the context of the rapid development of the national economy，it forms a contradiction between the backward living standards of the worker group and the rapid development of the economy. Group emergencies frequently break out. This paper will concern about the workers living status from the staff point of view. Firstly，the concept and scope of employee emergencies are defined；the triggering point of all kinds of workers’ emergencies is analyzed through a large number of case statistics，and the cause of the incident is abstracted. Secondly，the scenario simulation method is used to synthesize all kinds of typical cases，so as to construct the relatively complex employee emergencies，and the Bayesian network is used to analyze the simulation cases，and the most suitable intervention point is calculated. Finally，the prevention of such incidents and emergency countermeasures are proposed. It provides reference for prevention and response of worker group emergency events.

,AbstractEN:Causal chain of “government decision-risk perception-coping behavior-social conflict” is involved in many social conflicts. Numerous studies have proven the theory，but the mechanism of the influence path has not been addressed extensively. In the context of social stability in China，we explain the influence path of “risk perception-coping behaviors” from perspective of collective behavior，propose the conceptual model，with hypotheses tested. In the end，we also put forward some recommendations to improve the social stability level of China.
