党的十八大以来，北京历史文化名城保护工作和建筑文化发展进入新一轮政策机遇期，在建筑文化与历史文化名城保护协同发展、文物建筑和历史建筑保护与利用、北京中轴线建筑文化发展和建筑绿色发展等维度，取得了全面进展，北京建筑文化整体发展态势持续向好。

本书作为“建筑文化蓝皮书”的首部报告，聚焦北京建筑遗产保护与建筑绿色发展，结合北京建筑文化的内涵、特征和发展趋势，对近年来北京建筑文化发展的主要维度、成效和问题进行概括和分析。从北京建筑文化发展总体趋势看，文物建筑、历史建筑保护传承利用模式更加完善；数字科技进一步赋能建筑文化，“数智筑梦”未来已来；建筑文化发展进一步迈向绿色化、低碳化。

近年来，虽然北京建筑文化的优势充分彰显，但从整体上看，迈向首都高质量发展新阶段的北京建筑文化发展还面临一些问题、困难和挑战，如文物建筑和历史建筑的价值挖掘和活化利用需要深化推动、建筑空间保护和利用形式较为单一、建筑遗产保护的政府财政依赖性强及组织实施不顺畅、历史文化街区人文传承后续乏力、建筑绿色发展各主体权责不清晰等。

为推进北京建筑文化高质量发展，本报告提出了相应的对策建议：一是在加强文物建筑、历史建筑保护传承利用方面，主要针对20世纪建筑遗产、北京中轴线和历史文化街区建筑遗产、革命旧址、工业遗产和建筑非遗，在加强研究和价值阐释、建筑技术与运维、策划与文化传承等层面提出建议；二是在建筑绿色发展方面，提出完善绿色建筑政策体系、加强绿色建筑标准体系建设、应用数字技术提升绿色建筑建设运行水平、落实建筑垃圾监督考核机制、出台建筑垃圾再生产品激励政策等建议。此外，在推动北京水文化遗产的系统研究和保护、推动优秀传统建筑文化有机融入当代北京建筑设计等方面，也提出了有针对性的建议。

Since the 18th National Congress of the Communist Party of China，the development of Beijing's historical and cultural cities and architectural culture has been entered a new period of policy opportunity.Great achievements have been made in the protection and utilization of the historical city，architectural culture，cultural relics and historical buildings，as well as development of Beijing's central axis architectural culture and green buildings.

As the first report in the Blue Book of Beijing's Architectural Culture Development，this book combines the connotation，characteristics and development trends of Beijing's architectural culture，summarizes and analyses the main dimensions，effects and problems of Beijing's architectural culture development in recent years，and focuses on the theme of Beijing's architectural heritage protection and green development of architecture.Judging from the overall trend of the development of architectural culture in Beijing，the protection，inheritance and utilization mode of cultural relics and historical buildings will be improved；digital technology will further empower architectural culture；and the architectural culture will march towards a greener and more low-carbon future.

In recent years，although the advantages of Beijing's architectural culture have been fully demonstrated，difficulties and challenges still presents barriers to the quality development of Beijing's architectural culture，such as the value interpretation and utilization of cultural relics and historical buildings lacks depth；the form of architectural space protection and utilization appears to be single-angled；the protection of architectural heritage relies too heavily on government's financial dependence；the organization and implementation are not smooth；the humanistic inheritance of historical and cultural blocks appears weak；the rights and responsibilities of each subject in the green development of buildings are unclear.

In order to promote the quality development of Beijing's architectural culture，the report puts forward corresponding countermeasures and suggestions.Firstly，in terms of strengthening the protection and utilization of cultural relics and historical buildings，the report mainly focuses on the protection and rejuvenation of 20th century heritage，Beijing's central axis and historical block architectural heritage，revolutionary sites，industrial heritage and architectural intangible cultural heritage.Targeted on the above，the report proposes suggestions on research，value interpretation，construction technology and operation，planning and cultural inheritance.Secondly，in terms of green buildings，the report proposes to improve the policy system regarding green buildings，strengthen the standard system of green buildings，employ digital technology to improve the operation level of green building construction，implement the supervision and examination of construction waste，and introduce incentive policies for recycled products，etc.In addition，targeted suggestions have also been put forward in promoting the systematic research and protection of Beijing's water cultural heritage，the organic integration of excellent traditional architectural culture into contemporary Beijing architectural design.
