循证决策是政府提高公共决策质量、应对时代变革的重要途径。本文从循证决策的底层逻辑知识视角出发，梳理并探讨了循证决策由传统上基于经验知识进行决策到人工智能驱动下的决策知识生成特点以及循证决策创新机制。研究发现：循证决策的核心基础是各方行动者所拥有的知识，主要包括基于逻辑分析的“理性知识”和基于经验的“直觉知识”，同时科学研究知识亦作为循证决策的重要参考。人工智能驱动下的循证决策体现出人机不断“迭代”互动的协同决策特征，这一过程的机制创新主要体现在政府决策理念的回应性与前瞻性提升、决策权力的标准化与规范化运行、决策范式的实时性与灵活性改善以及决策过程的民主性与公共价值性彰显。同时，应注重循证决策中人工智能应用存在的诸多制约因素，如技术的成熟度与可靠性、决策者的认知与接受程度、政府组织的制度与政策环境、数据的隐私安全与利用的责任问题等。
,AbstractEN:Evidence-based decision-making is an important way for the government to improve the quality of public decision-making and cope with the changes of The Times. From the perspective of knowledge，which is the underlying logic of evidence-based decision making，this paper reviews and discusses the characteristics of evidence-based decision making from traditional decision making based on empirical knowledge to decision knowledge generation driven by artificial intelligence and the innovation mechanism of evidence-based decision making. It is found that the core basis of evidence-based decision making is the knowledge possessed by various actors，including rational knowledge based on logical analysis and intuitive knowledge based on experience. Evidence-based decision-making driven by artificial intelligence reflects the collaborative decision-making features of continuous “iterative” human-computer interaction. The innovation mechanism of this process is mainly reflected in the impact of artificial intelligence on the concept of government decision-making，the standardization and normalization of the operation of public decision-making power，the construction of agile evidence-based decision-making paradigm，and the improvement of public participation and democracy in government decision-making. At the same time，attention should be paid to resolving the many challenges existing in the application of AI in evidence-based decision-making，such as the maturity and reliability of the technology，the cognition and acceptance of decision-makers，the system and policy environment of government organizations，and the risks of data privacy security and utilization responsibility.

,AbstractEN:Whether the digitalization level can improve government quality is an important issue in the construction of digital government. Based on the panel data of 31 provinces from 2011 to 2021，this paper analyzes the impact of digital level on government quality and the moderating effect of attention allocation on the relationship between them by using the mixed regression （POLS） model. The results show that the digital level has a significant positive impact on government quality，and the government attention allocation plays a significant moderating role in the impact of digital level on government quality. The conclusions respond to the theoretical disputes between technology and organization，and provide theoretical inspiration and policy support for digital to help improve government quality and even the construction of a high quality country.

,AbstractEN:Digital government construction is an important part of China’s “14th Five-Year Plan” to build digital China，and E-government as an important starting point of digital government construction plays a significant role. However，while pursuing technological innovation，digital government should be wary of the “technology trap”：avoid blindly pursuing technological innovation and ignoring the value orientation of government services. Based on the content orientation of digital government falling into the “technology trap” from the public perspective，this paper puts forward the analysis framework of “intention-behavior-attitude”，constructs the measurement model of the technology trap，and carries out the investigation for the public. The results show that the digital government has fallen into the “technology trap” in different degrees，both in the whole and in different characteristic groups，and the technology trap is bigger in rural areas and female groups. In addition，the size of the technology trap is positively correlated with the age of the population，and negatively correlated with the level of education of the population. Finally，this paper puts forward countermeasures and suggestions to promote the healthy development of digital government and get rid of the “technology trap”.

,AbstractEN:Personal information is the data representation of personal natural traces and social traces. The paper reviews literature related to personal information protection in China，and provides references for the rapid transformation and benign development of China’s economy and society in the digital era. This paper conducts a quantitative analysis of relevant domestic personal information protection literature，and examines the knowledge landscape，hot issues and evolution trends of domestic personal information protection research from the two dimensions of external and internal characteristics. Domestic personal information protection research mainly focuses on the right attribute of personal information，legal path，conflict and correction of government information disclosure，risk and prevention of algorithm governance，forming the evolution vein of legal dominance and technical response. This paper provides a comprehensive academic summary for the research of personal information protection，hoping to provide new ideas for future research to deepen the research theme and expand the boundary.

Literature has actively explored the factors influencing the public’s experience of mobile government services，however，the role of public value in public experience has been neglected. Therefore，this paper constructs a mediation model of perceived public value based on the information system success model，aiming to analyze the influence mechanism of perceived public value on the service quality and public experience of mobile government services. The empirical analysis of Guangdong Province’s m-government application “Guangdong Provincial Affairs” shows that：the system quality，service capability and interactivity of m-government have a significant positive impact on the public experience；the perceived efficiency value，the perceived professional value，the perceived service value and the perceived participation value partly play a mediating role in the relationship between the quality of m-government services and the public experience，of which the perceived public value partly plays a mediating role，among which the perceived public value partly plays a mediating role，and the perceived public value plays a part in the public experience. The perceived efficiency value，perceived professional value，perceived service value and perceived participation value partly play a mediating role between mobile government service quality and public experience，among which the mediating effect of perceived efficiency value is most obvious. This paper discusses the mediating mechanism of perceived public value in depth，and expands the important role of perceived public value in the study of mobile government service.

How to improve the level of smart service has become a hot topic of concern for government departments and scholars. This paper uses the TOE（Technology-Organization-Environment）framework to conduct a qualitative comparative analysis of 31 provincial cases in China，exploring the impact of technological，organizational，and environmental factors on the level of smart government services and the pathways for improvement. The study finds that：a single condition does not constitute a necessary condition for a high level of smart service；technological，organizational，and environmental factors “co-occur” to form a variety of configurations that affect the local governments’ capabilities in providing smart services；specifically，four types can be identified：Technology-Driven，Environment-Driven，Organization-Environment，and Technology-Environment. The conclusions of this study help to deepen the rational understanding of the complex interactions behind the capabilities of local governments in China to provide smart services，and provide beneficial practical insights for promoting the transformation of government affairs towards smartization.

Guiding individual behavioral and psychological integration through cross-border development policies，laying a solid foundation for regional social integration，and playing a key role in it. From the perspective of analyzing policy types that the Integration of the Digital space and the Reality Space，based on the principle of behavioral public management，a policy behavior interaction analysis framework is developed. The implementation fields of cross-border development policies are divided according to the two-dimensional framework of the Digital space and the Reality Space public private domain，and the effectiveness and mechanism of specific policy measures in each field are evaluated. This evaluates the integration effectiveness of cross-border development policies in the Guangdong Hong Kong Macao Greater Bay Area，explores the difficulties and pain points in the mechanism of policy integration effects，and forms corresponding behavioral optimization strategies. Based on revising the classic TOE framework，this paper use the method of longitudinal case analysis to study the application of the Guangzhou River Chief Management System. We have found that，firstly，the application presents three stages：the preliminary application，the stable application，and the deep application. The specific roles of technology，organization，and environment in different stages are different. Secondly，the application of information technology by government is a continuous process where the application in the previous stage will have a feedback impact on the application in the next stage. Thirdly，there is a mutual influence between technological factors and organizational factors，as well as between technological factors and the environment，which can have an interactive effect on the applications. This paper reveals the logic of government departments’ application of information technology from a long-term and dynamic perspective，enriches and expands the connotation of TOE theoretical framework，and provides a reference for high-quality sustainable development of government digital transformation.
