在今天的全球风险社会和中国高风险社会中，风险、灾害、危机管理的重要性已无须多言。如果说风险社会意味着一个时代性的转变，那么人类如何与风险、灾害、危机共生，就是我们这个时代最为重要、紧迫的研究主题。
南京大学社会风险与公共危机管理研究中心一直致力于风险、灾害、危机的跨学科研究，至今已有十年。在这十年中，中国相继经历了南方雪灾（2008）、汶川地震（2008）、玉树地震（2010）、舟曲泥石流（2010）、温州动车事故（2011）、芦山地震（2013）、鲁甸地震（2014）等重大突发事件，在灾难中前行。在这十年中，伴随着管理实践的进步，我们的研究也在不断发展，从最初的理论引介到跨学科理论框架建构，再到规范的实证研究与积极的政策建言，在探索中发展。目前，南京大学社会风险与公共危机管理研究中心已经是江苏省和南京大学哲学社会科学重点研究基地，也设有社会风险与公共危机管理的二级学科博士点，拥有唐仲英项目平台，形成了稳定的研究队伍，承接了一批国家重大、重点研究项目，这些都为我们进一步推动风险灾害危机的跨学科研究奠定了基础。

大型工程项目在我国的经济社会发展中具有关键地位，但是也日益成为社会稳定风险事件的一大诱因。“利益相关者-问题-手段”框架可以对此进行解释。大型工程项目的利益相关者包括政府、项目方、专家和当地民众，按照影响力大小可以细化为上层、中间层和下层三个层次。通常，上层利益相关者主导项目的需求识别、方案制定等论证过程，中间层利益相关者充当了辅助的角色，反对的专家和项目所在地民众无法实质参与论证过程，因此其意见和诉求没有得到充分体现，导致持续的质疑和群体事件发生，政府和项目方不得不匆忙应对。但是，政府和项目方采取的应对手段离从源头上和根本上化解风险存在一定的差距。为此应构建“政府、项目方、专家、当地民众实质参与的科学化、民主化、程序化”项目决策论证制度，以缩短这一差距，从源头上阻隔大型工程项目的社会稳定风险因子，实现大型工程项目的良性治理。
,AbstractEN:Large-size projects play an important in our economic society and easily disturb public order. “stakeholder-problem-means” frame gives a clear explanation. The stakeholders of large-size projects include the government，the project parties，specialist and local citizens，who can be divided into upper，middle and lower layers. Generally，upper-class stakeholders charge the demand identification，program design. middle-level stakeholders acts as assistants. the opposed specialists and local citizens fail to take part in argument process，so the inadequate response to their opinions and appeals leads to continuous doubts and mass incidents，which have to be coped by the government and the project parties. However，the methods the government and the project parties use can not completely and originally eliminate risks. That is why the paper structures this system. It will benefit to reduce the gap，prevent risk factors and realize proper management.

,AbstractEN:The models of the government releasing information appear quite difference after a crisis happened. Some of them are slow-release models，and some are quick-release models. Crisis release models affect the public perception on crises. The government should avoid the negative effect on the public due to the incorrect information release models while the crisis information is released timely and correctly. It is very necessary to build an integrated crisis information model based on the public need，which can significantly improve the effect and efficiency of the crisis release.

,AbstractEN:With several influenza pandemic that mankind suffered hitting since the 21st century，the issue that how to strengthen the prevention of influenza and other infectious diseases and enhance emergency management capabilities of public health emergencies is being urgent attention of Governments contemporary issues. The paper holds H1N1 influenza prevention as a typical object of analysis，throught comparative study based text analysis of the prevention assessment report regarding to the World Health Organization（WHO），EU and mainland China，which would be finding the laws of prevention，cleareing our own insignificancy，making up rules，thus improving the emergency management capabilities of public health of infectious diseases prevention，while also providing reference for China’s new influenza prevention in the future.

,AbstractEN:Incident investigation is important and complex. Its purpose is to uncover the truth about an incident，and thus the investigation must be independent，objective，scientific and transparent. Therefore，the independence of the investigative body must be fully recognized under the law，the investigative body must be composed of professionals，the investigation procedures need to be scientific，and the investigation process and conclusions should be made public. This paper uses the “7·23” accident investigation as a case study and discovers that the law of investigation needs further modification，the independent investigative body needs to be strengthened，the investigation procedures need more specification，the openness of investigation needs to continue to ascend，and the technical investigation needs more attention.

,AbstractEN:As a traditional field which is full of debates，the studies on peasant’s resistance had new points on multiple research methods and multiple theoretical frameworks since 1960s. Based on the description and review of classic writings on contemporary peasant’s resistance，revolution and movement，we describe the academic traditions，questions，frameworks of interpretation and important debates，to display the update of its theoretical patterns and logics. This progress，not only coincides the development trend of international social science，but also accords with the evolutional routine of international academic circle from the revolution theory to collective action theory，social movement theory and contentious politics theory. It should not be neglected that the studies on peasant resistance has become one of important origins of social-political theory.

,AbstractEN:Disaster can be seen as connected with pre-disaster status. There exist high correlated relationship between Socio-demographic characteristics and disaster risk and loss. This paper focuses on people’s vulnerability to disaster from the perspective of socio-demographic. To deeply review various literatures，theory of disaster cycle was used as an analysis dimension. Last but most important finding is that high vulnerability-low preparedness-high loss-low recovery can be seen as cycle of people’s vulnerability to disaster.

,AbstractEN:The frequency of nature disasters in worldwide made the emergency management condition more complex. As the owner of social resources，Social organization has become the node of emergency management network. But its real participation form in the Inter-organizational coordination remains further study. Hence an empirical study which using Social Network Analysis was adopted here to reveal the function characteristics of social organizations during the emergency response period，then test the participation role of social organizations in the emergency management network，so as to explore the status of this type of organization in the participation of natural disaster emergency management and promote the cooperation with government organizations.

,AbstractEN:One regulator approach to studying volunteerism tends to regard volunteers and their behaviors as a source of governance when existing institutions fail to function，without paying any enough attention to understand why the voluntary groups may fail more easily. This study adopts a micro-level approach to discussing post-disaster voluntary failure by framing the voluntary failure as aggregated failed socialization of individual volunteers within various voluntary project. By conducting an ethnographic study of a cohort of post-disaster volunteers working in a Sichuan temporary housing area for one and half years，a tremendous amount of data of longitudinal in-depth interview and observation notes have been collected between 2008 and 2010. We first draw heavily on literatures on socialization of regular volunteers and identification construction. We then apply grounded theory to generate our theoretical framework-the Volunteer Identity and Interaction Model（VIIM）. This analytic tool not only helps managers avoid organizational failure throughout the project，but also informs policy makers how to integrate necessary policy elements in the future intervention at the macro-level.
