土耳其共和国建立以来,外交政策一直受作用于两个结构性动力:库尔德问题和亲西方外交。理论上讲,土耳其可以通过在国内和区域层次上有效地管制库尔德问题和强化与西方的联系,从而增加自己的软权力。但事实上,土耳其已经为这两个问题之网形成的“囚笼”所困,在可预见的未来难有新的突破,从而延滞了其实现区域领袖抱负的时间,也阻碍了它在区域和国际层面上发挥重要影响的追求。土耳其可以通过增强自身实力和灵活的外交为笼子扩容,寻求与自己实力相称的地位,与此同时坐等区域和国际层面上地缘政治的大转变。中东局势的动荡则导致土耳其外交活动的空间趋窄而非相反,可能引发与相关国家/行为体关系的波折。西方最终还是要接受土耳其奉行独立的外交政策。

Turkey's foreign policy has had two significant structural dynamics since the foundation of Republic:one is the Kurdish issue and the other is the relationship with the West.Theoretically,Turkey can build its soft power through effectively management of the Kurdish issue domestically and regionally,and through building on its strong links with the West.But practically,there are more and more interest conflicts between Turkey and the West,and it has also proved complicated for Turkey to manage the Kurdish issue successfully.It is unrealistic for Turkey to break away from the cage,but it can enlarge the cage through building its power and smart foreign policy to find a place fit well with its strength,while waiting for the great transformation on the regional and international scales.If Turkey wants to break the cage violently,it is easily to cause some conflicts with neighbor countries or cause conflict with big powers.But at last,the West need to accept Turkey who pursues an independent foreign policy.

On June 24,2018,Mr.Erdogan and the Justice Development Party won the general election in the new round of presidential and parliamentary elections.Turkey entered a new era of political and economic regime.As an emerging entity,Turkey is facing unprecedented challenges in economic growth under the dual pressures of anti-globalization and trade protectionism,especially under the pressure of the Fed's interest rate hike and the slow recovery of the world economy.The new cabinet puts the central bank under the management of the Ministry of Finance,making the future of Turkish monetary policy,especially the central bank,more vulnerable to government constraints.Meanwhile the attitude and views of president Erdogan's against interest rate adjustment.Uncertainty in economic growth is expected to increase. Reviewing the evolution of the Central Bank of Turkey,rethinking the influence of the “Erdoganomics” under the Justice Development Party and the adjustment of Turkey's monetary policy will help deepen the understanding of Turkey's economic development achievements and particularities.Turkey's experiences in economic development for the emerging economies is certainly helpful and deserve to explore and conclude widely.

Turkish national identity has being reshaped under the leadership of the Justice and Development Party (AKP)since the ‘Arab Spring’ in 2011.It reoriented Turkey from a quasi-European country to a virtual Middle-Eastern one and replaced the Kemalist nationalism with an Islamic one,which be called as Erdoganism revolution or,occasionally,a ‘counterrevolution’.The transformation is driven comprehensively by many factors:the “Islamism” and “neo-Ottomanism” ideology of AKP;the changed ruling foundation;and the regional upheaval as an external impetus.National identity-reshaping impacts immediately on Turkey's domestic and foreign policies.Its diplomatic strategy began to “looking east”,gradually alienating United States and EU;its regional policy are getting more aggressive,deeply involving in external conflicts and trying hard to cultivate allies and proxies in the Islamic world;its domestic policy are controversial,easing the restrictions on religious and introducing more Islamic education,which raised the fear of social-Islamization.

In the history of Turkey,the military has played an important role in political development,economic affairs,and security issues. However,the existing researches has not paid enough attention to the role of the military in security matters,especially in war. This paper analyzes the activity of the Turkish military in the 1974 Cyprus War,and explores the impacts of civil-military relations on war decision-making,the war process and the end of war. Compared with the civilian government,the Turkish military has a dominant position in the war,but the military and the civilian government maintain a effective strategic communication and coordination,which led to Turkey's victory in the war. This research can not only deepen understanding of civil-military relations of Turkey,but also widen the knowledge of the relationship between civil-military relations and war.

With the continuous strengthening of bilateral political mutual trust and the increasingly frequent economic and personnel exchanges,the people-to-people exchanges between China and Turkey have developed rapidly,such as education,scholarship,culture and art,press and publication,tourism,religion,cities and other forms are increasingly diversified. Under the background of The Belt and Road,the people-to-people exchanges between China and Turkey also ushered in an important development opportunity,and its position is becoming more and more prominent. Compared with political and economic exchanges,however,the people-to-people exchanges between China and Turkey are relatively weak and face challenges,such as low level of institutionalization,lack of mutual trust and discourse power,internal and external interference. In the future,two sides should establish a high-level people-to-people exchanges mechanism,improve the role of trade and tourism,promote the discourse power by media and academic interaction,increase exchanges with Turkish social organizations,local governments and youth,promote the development of domestic Turkish research institutions and exert the functions of people-to-people exchanges on containing the influence of negative ideological factor.

Struggles for domination over the borderlands dividing Iran and the post-Ottoman states of Turkey and Iraq have a long history. Starting in early sixteenth century this borderland became the scene of wars of domination between the Sunni Ottoman and Shia Safavid states. This article suggests that the first fifty years of the destructive confrontations between these two states are of outmost importance for scholars and the general public trying to understand the dynamics of sectarianism that still informs the modern-day tensions in the Middle East. Moreover,this period is the foundational period of the formation of the Ottoman-Safavid frontier,a process that lasted for almost four hundred years. This article argues that sectarian and territorial boundary drawing went hand in hand and these processes should be studied together.

Sabri Ates is an Associate Professor at Southern Methodist University's Department of History at Dallas,Texas. Turkey's approximately fifteen million Kurds constitute up to twenty percent of the country's population and account for about one half of all Kurds. Iraq's roughly four and a half million Kurds constitute around fifteen percent of the total Iraqi population. Iran's Kurdish population is probably a little larger than Iraq's although a smaller percentage of the Iranian national total,while Syria is home to in excess of one million ethnic Kurds. Although it might be said that“the Kurds only really began to think of themselves as an ethnic community from 1918 onwards…for Kurdish nationalists there can be no question that the nation has existed since time immemorial,long asleep but finally aroused” (McDowell 1997:4). In other words,the rise of a wider Kurdish national consciousness roughly coincided with the incorporation of Kurds into the newly created states of Turkey,Iraq and Syria. Unsurprisingly therefore,the twentieth century witnessed frequent Kurdish revolts against Turkish,Iranian and Arab attempts at nation building and assimilation and in support of the self determination that had been denied them,and these have continued up to the present day. In short,the Kurdish ‘question’ has been a transborder one since the collapse of the Ottoman empire at the end of the First World War,and is rooted in the global phenomena of decolonization,state creation,nation building,and the emergence of the principle of national self-determination.

This study explores the ideological premises of President Erdoğan and reveals the usage of political Islam,conservatism,advanced democracy and majoritarianism in the presidential speeches delivered during the period of 2014-2017.Although many studies analysed the ideological premises of the Justice and Development Party (AKP)from the perspectives of the evolution of political Islam,conservatism,advanced democracy,and majoritarianism,no research has focused either on Erdoğan's presidential term or on the shifts in the usage of ideological premises over time.In this sense,this article aims to reveal the linkage among these concepts and to detect the shifts in President Erdoğan's discourse.By examining 295 presidential speeches with quantitative text analysis,this study reveals that President Erdoğan shifts his focus from Islam to the institutional changes in order to enhance majoritarianism and from a defensive to an offensive approach on the international policies in the 2016 and 2017 speeches.This study contributes to the debate over the AKP's and its leader's ideological premises and clarifies that the concepts of conservatism and majoritarianism that have been embraced pragmatically rather than as an ideological standing,while political Islam has been ignored strategically.

The chapter focuses on three key factors to explain the enduring Ankara-Erbil relationship:mutual economic interests,containment of the Kurdistan Workers’ Party,and regional power politics.The chapter also investigates the question “How will the recent Kurdish referendum for independence impact the strategic partnership between Turkey and the KRG?” Despite Ankara's harsh reaction towards the referendum,the chapter argues that the recent crisis will not derail the Turkey-KRG ties.Rather,economic,realpolitik and geographical considerations will continue to push the two actors together in the foreseeable future.
