,AbstractEN:The future trends of international migration present three major characteristics：（1） the number of international immigrants continues to increase，but the proportion to the total population changes little；（2） the number of illegal international immigrants remains stable，with the situation of illegal immigration in developed countries being expected to ease；（3） the international refugees’ issue will become more prominent，making the mechanisms of refugee protection and governance the focus of attention of the international community.In terms of national security，the impact of international migration is mainly reflected in three aspects：homeland security，public security，and cultural security.The impact of international migration on national security is actual and objective；it also has subjectively constructed components.In this regard，it is necessary to establish a proper understanding of international migration，construct a scientific migration policy system，and give full play to the complementary effects of national governance，regional governance and global governance，so as to achieve safe，regular，orderly and circular cross-border migration.

,AbstractEN:In the wake of the 2008 financial crisis，with the relative rise and fall between the East and the West in the sphere of world power and a series of changes in the East Asian order in favour of China，East Asia has in effect become the top issue in American diplomacy since Obama took office as President of the United States.With the establishment of the policy orientation of “return” and “rebalance”，the Obama administration took TPP as the center in the field of economy and trade，and in the field of military security expanded military cooperation with the ASEAN countries while relying heavily on traditional allies in the region.Thus the dual construction pattern of regularization and networking became gradually clear.Donald Trump became President of the United States in early 2017，holding high the flag“America first”，which has brought a series of variables to America’s East Asia policy.It is undeniable，however，that the Obama administration's East Asia policy has indeed provided a feasible policy thinking for America to deal with the changes in the diplomatic decision-making environment；the gains and losses will continue to be the starting point and policy hint of America’s East Asia diplomacy in the future.

,AbstractEN:Connectivity is one of the important conditions to ensure sustainable economic growth in Eurasia.As a developed economy at the western end of the Eurasian continent，the EU hopes to play a unique and constructive role in Asia-Europe connectivity.The EU’s strategic document on Asia-Europe connectivity emphasizes an EU path to the construction of Asia-Europe connectivity on the basis of the internationally accepted rules.This is the first time for the EU to put forward a strategic document on Asia-Europe connectivity.In the construction of land infrastructure in Asia and Europe，the EU’s strategy for Asia-Europe connectivity and the Belt and Road Initiative have both focused on the Balkans，EU Eastern Partnership countries and Central Asia.After five years’ implementation，China’s Belt and Road Initiative for international cooperation has accumulated many useful experiences and models in the construction of Asia-Europe connectivity.From the point of view of promoting regional sustainable development and international cooperation，China and Europe need to strengthen the communication and docking of strategic policies on connectivity in promoting infrastructure connectivity in the Eurasian continent，so as to contribute to the economic and social development of both Asia and Europe.

,AbstractEN:This paper demonstrates the urgency of Russia’s reducing dependence on imports in the context of rising geopolitical pressure and increasing Western sanctions.It is proposed that import substitution policy is an important means to strengthen national security.The effects of Russia’s import substitution policy in 2014-2017 is evaluated from both the positive and the negative aspect.The paper reveals the essential characteristics of “the potential of import substitution industry clusters”，a new concept of regional economic development，and explores how Russia should tap the potential in various regions in the future.Finally，suggestions are made on how the country should support the cultivation and development of the potential of import substitution industry clusters.

,AbstractEN:Although the Oslo Accords between Israelis and Palestinians in 1993 forbade building of new settlements in the occupied territories，the Post Oslo era has witnessed dramatic expansion of Jewish settlements in the West Bank parallel to the increase in the number of Jewish settlers there.As a new phenomenon after the Oslo Accords，illegal Jewish outposts have mushroomed throughout the West Bank，and a large part of them have been approved post-factum by the Israeli authorities，only a very few having been dismantled.The ongoing expansion of settlements and outposts is motivated primarily by the desire of the religious and ultra-nationalist Jewish groups to preclude any possibility of a further retreat from what they consider to be the “promised land”. Settlement building has become the major focus of tension with the Palestinians，bringing about repeated protests and strong anti-Israeli sentiments. Abroad，the ongoing expansion of settlements and the strong pro-settlement stance of the Israeli Netanyahu government have intensified international criticism of Israel，while domestically the settlements are controversial not only because of political opposition to their expansion but also because of the their spiraling costs.Nonetheless，the settlers and their allies have succeeded in quelling the opposition and considerably increasing domestic legitimacy of the settlement movement.

,AbstractEN:Taking biomass energy in Brazil as an example，this paper systematically studies the sustainable development of biomass energy from three dimensions：economy，society and environment.The results show that Brazil's biomass energy has significant resource endowment advantages and does not endanger Brazil's food security.However，there is a great deal of pollution in the production process of biomass energy and its raw materials，and the increase in carbon dioxide emissions caused by the land use changes will add to environmental pollution.A biomass technology analysis shows that the second- and third-generation biomass technologies do not pose potential food security problems and have less environmental pollution than the first-generation biomass technologies.If Brazil can increase its investment in R＆D for second- and third-generation biomass technologies and finally commercialize them，the prospect for sustainable development of biomass energy in Brazil can be bright.Finally，based on an analysis of the differences in the development of biomass energy between China and Brazil，and in light of China's national conditions，the article explores the implications that can be derived from the sustainable development of biomass energy in Brazil.

,AbstractEN:Since Maithripala Sirisena was elected president of Sri Lanka，he has carried out ethnic policy transformation based on the concept of “Compassionate Maithri Governance” according to the situation at home and abroad.He promotes national reconciliation and ethnic integration through a series of measures，such as the organization of a national unity government，the revision of the constitution，and the “100 Day Work Programme”.Despite extreme nationalism and the crisis of political reform，the democracy and consociational democratic path chosen by Sri Lanka have achieved a positive impact on the ethnic issues，which will help deepen the relations between China and Sri Lanka within the framework of “the Belt and Road”.
