随着国家间交往的日益增多，国家之间甚至地区之间的比较已经进入人们的日常生活，人们需要通过比较来认识事物之间的关联性，从与他者的比较中来确定自己的属性。在政治生活中，通过比较来认识各国尤其是本国的权力与权利特征、民主政治和国家建设的质量、发展模式的优长和缺陷等。总之，我们的生活已经离不开比较！
《比较政治学研究》为政治学研究者提供公开的学术交流与争鸣园地，诚邀相关议题学者共同探讨比较政治学，以促进学科繁荣和进步。本刊的策划与出版，融思想性与前沿性为一体，以比较政治学为特色和重点，以专业化和国际化的视角确保刊物的学术质量、学术风格和学术使命，致力于解读纷繁的国际政治现实，在对比研究中提炼共通性的分析工具，以期为国家政治发展提供参照的最优尺度。

本文从族际政治的角度回顾了东南亚国家政治发展的进程。族际政治是政治发展进程中的一个重要组成部分。东南亚国家的族际政治关系形成有其悠久的历史，尤其近代以来，东南亚国家成为东西方文明的汇集地，也吸收和接纳了不少来自世界上其他不同国家和民族的移民。随着东南亚国家“二战”后的独立和各国对公民身份的确立，公民身份、政治体制安排和国家治理方式在族际关系的处理上都发生了深刻的变化，对东南亚国家的政治发展和政治转型均构成了重要的影响。本文采取比较政治学和案例结合的方法对东南亚比较有代表性的国家，如缅甸、新加坡、印度尼西亚、菲律宾、泰国等国家的族际政治发展状况进行了尝试性分析。
,AbstractEN:This paper reviews the political development process of Southeast Asian states from the perspective of inter-ethnic politics.Inter-ethnic politics is an important component in the process of political development.The formation of inter-ethnic political relations in Southeast Asian states has a long history.Especially since modern times，Southeast Asian states have become the gathering place of East and West civilizations，and have also absorbed and accepted many immigrants from other different countries and nationalities in the world.With the post-war independence of Southeast Asian states and the establishment of citizenship by various countries，profound changes have taken place in the treatment of inter-ethnic relations in citizenship，political system arrangement and national governance，which have exerted an important influence on the political development and political transformation of Southeast Asian states.This paper combines comparative politics method and cases study to make a tentative analysis of the development of inter-ethnic politics in some representative countries in Southeast Asia，such as Myanmar，Singapore，Indonesia，Philippines，Thailand and other states.

,AbstractEN:This article develops a theory of political organism extended from the “social organism” theory by Karl Marx and similar thoughts in Chinese and Western tradition.Based on the theory，we try to develop an index system of political health which acknowledges the varieties of political life and explores common standards to measure political health in different countries.This endeavor is hopeful to overcome certain bias and defects of the existed systems of governance index.

,AbstractEN:Having a scientific and correct understanding on the mechanisms of institutional change is the theoretical prerequisite of successful institutional change.A complete institutional system or institution is composed of instrumental elements，value elements and enforcement elements and its enforcement and duration will be undermined without any part of these three elements.The mechanisms of institutional change include six parts：institutional provision mechanisms，enforcement mechanisms，consolidation mechanisms，instrumental mechanisms，value mechanisms，and coordinating ones，and whether or not they are integral reflects the state capacity on institutional change dimension.The building of state capacity on institutional change is involved in the capacity construction as follows：institutional provision，institutional enforcement，institutional consolidation，institutional value，and institutional coordination.A sound set of mechanisms and available capacity of institutional change is the fundamental conditions of successful institutional change.

,AbstractEN:In comparative politics，the relationship between civilian and military components has received attentions since early 1900s.After World WarⅡ，due to the United States and other Western countries’ needs to know more about the developing area，the research on civil-military relations becomes more empirical.By examining existing literature，we found this area covers the issues such like military regimes in developing countries，the cause of military coup，civil-military relations in the “Third Wave”，civil-military relations in communist regimes and civil-military relations in Western countries.This area also covers the exploration of China's civil-military relations.In terms of the future agenda，three issues remains to be inquired.First is the new typology beyond dichotomy；second is revision of civil-military relations in Western countries；third is the new role of army in developing area.

,AbstractEN:The political transformation of post-developing countries presents a complicated pattern.The existing political transformation theory enters into the new institutional theoretical paradigm through method breakthrough on the basis of structural perspective and actor perspective，which is conducive to explaining the political transformation of developing countries.Through the comparative historical analysis of the nation state building process of the Singapore and Malaysia，it can be found that under the influence of similar conditions，the two countries have gone towards the one-party dominance authoritarian system，but due to differences in ethnic structure，social foundation and value orientation of political parties，the similar election authoritarian system has shown some differences.The differences of authoritarianism between the two countries are gradually expanding in the process of institutional change.The institutionalization of one-party dominance system is one of the key explanatory variables.Malaysia with low level of institutionalization of one-party dominance system has achieved the transition from authoritarianism to democracy，while Singapore with high level of institutionalization of one-party dominance system has always maintained strong authoritarian resilience，which has become an abnormal counterexample in the theory of political transformation.

,AbstractEN:In the World Happiness Report 2018，Finland ranks the first in the world in terms of happiness index，which thanks to the semi-presidential system that ensures long-term political stability in Finland-the harmonious distribution and transformation of power between the president and the prime minister.This paper takes “how does Finland's supreme executive power belong and distribute between the president and the prime minister？” as a problem consciousness to study the stability of the Finland's Semi-presidentialism.By applying the theory of the New Institutionalism to compare the power of the president with the premier，taking the “Premier-presidentialism” and “President-parliamentarism” as the sub-types of Semi-presidentialism to study further and combining the static systems represented by the constitutional norms with the dynamic behaviors represented by the political process，the final conclusion is drawn：In different stages of the development of Finland's Semi-presidentialism，the president held the administrative power to safeguard national security and political stability during the President-parliamentarism period，while the prime minister held the administrative power to maintain political development and economic prosperity during the Premier-presidentialism period.The Semi-presidentialism has maintained the political stability of Finland and made it a welfare state with developed economy and a happy life for its people.Finland's successful experience is worthy of reference by emerging countries.

,AbstractEN:Why can some countries achieve democratic consolidation while other can't？ Democratic consolidation has become a hot topic in comparative politics nowadays and the political development in Thailand in recent 15 years has provided rich materials for this area.This paper employs the method of single case study to explore why Thailand has never achieved democratic consolidation and finds that the social cleavage between the vested interests including the upper and middle class in cities and the lower class，that is the peasants，is the structural cause.Thus，Thailand once took some countermeasures to foster national political parties to solve this problem.However，the Thai Rak Thai Party failed and the negative effect is that the peasants，known as Red Shirt Demonstrators，and the vested interests，known as the Yellow shirts，have been mobilized by the policies of the Thai Rak Thai Party and often resort to street violence to achieve their political goals，which jeopardizes the stability of Thailand.To achieve social stability，the King of Thailand，on the one hand，often incites the army to overthrow the elected government or agree on coup as acquiescence with his authority and power.Thus，the blasting fuse of tension can be eliminated.On the other hand，the King is good at employing his power to persuade both sides in tension into shaking hands with each other and making it up with regard to protests.However，the most important thing is that the intervention of the King only makes up the tension for the moment but that the social cleavage still exists.As a result，Thailand has been stuck in recurrent chaos in recent years.In the end，this paper argues that Thailand must make efforts to foster its economy to eliminate the structural cause of social cleavage and give full play to its political parties to ease social cleavage in order to achieve democratic consolidation.

,AbstractEN:In 2018，China's comparative politics research has made some progress.There are three dimensions：In terms of theoretical study，researchers generally begin to reflect on the western centralism，paid more and more attention to the summary of the experience in late-developing countries，and stressed that the discourse system with its own characteristics should be established based on its own practice.In terms of method，it still focus on introduce of foreign research，relatively lacking of in-depth and original discussion.In terms of the research topics，“political transformation” is still the most favored by scholars，while at the same time，atypical countries and non-traditional issues that received less attention in the past have also begun to receive some attention，which shows that the comparative politics of China is moving towards depth.

,AbstractEN:Since the reform and opening-up，the study of comparative politics in China has made great progress in research content，theory and method.On the base of in-depth study of each state's politics，the study of comparative politics among regions or countries has yielded fruitful results，and the study of ethnic politics from a multi-dimensional perspective has got remarkable achievements.While continuing to study the traditional and classic fields of comparative politics，such as democratic politics and institutional construction，we are also paying close attention to the hot topics of comparative politics，such as government management and governance performance.However，there is still a big gap between China's comparative political studies and those of western countries.The study of China's comparative politics will face multiple challenges in the future development process，which requires us to fully learn from the experience and lessons of the early developed countries in the west，and make efforts to construct China's political discourse system from a comparative perspective by basing ourselves on reality and playing our own strengths.
