2019年12月,由北京大学城市治理研究院、三亚学院三亚城市治理研究院和擘雅集团·擘雅研究院携手打造的首届“落笔峰全球城市文明与城市创新论坛”在三亚召开。落笔峰下,群贤毕至,少长咸集,本着促进世界各国城市之间的交流与对话,借鉴发达城市的治理创新经验,共同促进人类文明发展的宗旨和目标,展开热烈的讨论,产生了一批优秀的学术成果。

本书围绕城市治理主题,遴选部分参会学者的会议发言和论文,经修改完善后结集出版。本书理论与实践并重,探讨城市治理的价值与文化,剖析城市治理的案例与问题,在理论思辨与经验探索中寻找城市让生活更美好的道路,对于推动全球城市治理研究有着不菲的价值和意义。

Since the 1990s,globalization,informatization and regional integration have become the main theme of world development,and cities have become impossible to develop in isolation. With the daily mass exchange of people,logistics and information,the relationship among cities becomes more important than ever. With the “Fourth Industrial Revolution” wave that emerged after Germany proposed the “Industry 4.0” strategy in 2013,the rapid development of the Internet economy and rail transit in China has promoted the networking of virtual and physical connections,and the trend of urban network development is constantly being strengthened,and the networked city area structure has become a new form of urban spatial organization. The networked city area structure is an advanced stage of the spatial evolution of metropolitan areas,and the inevitable external form of national and regional central cities. The construction of a networked city area structure is an important approach to solving the problems of large cities,promoting the people-centered high-quality urban development and improving the urban governance system and governance capabilities. This article discusses the goal and significance of constructing a networked city area structure and reveals the basic characteristics of the networked city area structure. Taking Chengdu city as an example,it expounds an innovative approach to the governance model of the networked city area.

The autonomous supply of grass-roots public cultural services is spontaneously organized and provided by grass-roots people. It has double effects of entertainment and serving the public. It is consistent with the current strong cultural needs of the masses and has become one of the inevitable trends in the construction of urban public cultural service system. Using Nvivo 11 qualitative research tools,this paper explores the development logic of autonomous supply of urban grass-roots public cultural services. The study finds that the independent supply of public cultural services follows the overall logical trend including the logical starting point of endogenous demand and external support,the logical path of carrier construction and spatial integration,and the logical period of psychological tacit understanding and emotional value regression. The growth logic implies the development path of autonomous supply of urban grass-roots public cultural services from scratch to maturity step by step,which is of great benefit to the construction of the supply mode of public cultural services with the masses as the main body.

“Villages in downtown” is a special social phenomenon during the progress of urbanization in China. The emergence of villages in downtown has its complicated historical and realistic factors. There are many problems in this kind of villages,such as dense and illegally built houses,dirty environment,complex population structure,difficult public security management,poor educational degree of most residents,low employment rate and so on. It has been seriously affecting the overall development of urban economy,social harmony and stability,and has become a major problem in urban governance. It has also become the focus of many domestic scholars. This essay is based on the core periodical literature of CNKI,through the knowledge map derived from Cite space,bicomb and ucinet,analyses the development context,characteristics and evolution trend of the problem of villages in downtown. This essay is with a view to providing valuable suggestions for promoting the transformation of China’s villages in downtown and solving the problems in the urbanization process under the background of the global economic going downturn,the intensification of various contradictions and conflicts and the acceleration of polarization between the rich and the poor.

政策试点是中国治理实践中所特有的一种政策测试与创新机制,这种基于“试验”理念的政策制定机制,有利于控制改革风险、降低改革成本、提高改革成功率。其在经济领域治理成效显著,却时常在公共物品供给领域效果不彰。中国城市生活垃圾分类试点于2000年开始推行,2017年出台《生活垃圾分类制度实施方案》,继续以试点形式实施生活垃圾强制分类,这反而说明历行17年的生活垃圾分类试点成效甚微,尚无成熟模式可供推广。本文把中国城市生活垃圾分类作为个案,来探究政策试点的局限,认为政策试点的局限与以下三个因素有关:第一,通过行政发包的方式进行治理;第二,政策试点的供给机制与公共产品的“复杂”性质不匹配;第三,压力型体制对政策试点的影响。

Policy pilot is a unique policy testing and innovation mechanism in China’s governance practice. This policy making mechanism based on the concept of “experiment” is conducive to controlling reform risks,reducing reform costs and improving the success rate of reform. Its governance effect in the economic field is significant,and the problems in public goods/public services are frequent. The pilot project of classification of municipal solid waste in China was launched in 2000. The Implementation plan of classification system of municipal solid waste was issued in 2017. And the compulsory classification of municipal solid waste continued to be implemented in the form of pilot project,which shows that the pilot project of classification of municipal solid waste in the past 17 years has not achieved prospective results. This paper takes the classification of China’s municipal solid waste as an example to explore the limitations of the policy pilot,and considers that the limitations of the policy pilot are related to the following three factors:1. Governance through the way of administrative contract;2. The supply mechanism of the policy pilot does not match the “complex” nature of public products;3. The impact of the pressure system on the policy pilot.

Urban development and governance in underdeveloped areas is of great importance. The Party and government have always attached great importance to urban development and construction in underdeveloped areas. Since the founding of the People’s Republic of China,with the continuous development and deepening of urbanization,tremendous changes have taken place in the western region,with rapid progress in urbanization rate and great progress in urban governance. As an emerging city in Qinghai Province,Haidong is also an important channel connecting Gansu and Qinghai provinces. It is the core of the construction of Lanxi city cluster and has huge development space and potential. However,due to its restrictive factors,such as natural environment lead to slow the process of urbanization,urban development dynamics is insufficient,through to the qinghai province middle city in the urban development and governance research,found that reasons of the lag of urbanization and for its future development and advancing the modernization level of management system and management ability to make some Suggestions.

In order to solve the problems of inaction,slow action,disorderly action,and the problems of low public participation,low recognition,poor sense of acquisition in the long-term public security law enforcement service,Nanjing Public Security Bureau has explored and established the “Public Opinion Surveillance” mechanism in which the public opinion leading police service is the core. Moreover,the “good or bad evaluation” system of law enforcement service has also been established and improved,regarding the people as individual object of every law enforcement service. The practices above are innovative methods for the public to participate in security law enforcement and social governance,fully guaranteeing the public’s right to know,to participate,to express and to supervise,as well as effectively improving the capacity of the police and the credibility of law enforcement. As a result,a Nanjing Role Model of modernizing grassroots-level social governance is formed.

We suggest that measures be taken to promote the refinement of urban governance from five aspects,that are the upgrading of concepts,the scientific planning,openness and sharing,the refinement of standards and the mobilization of the whole people.

In case of Nepal, much government efforts, social organizations and aid-donors have helped finance significant portion on housing reconstruction. This paper analyzes the effect of governance effectiveness on housing reconstruction. The author analyzed the role of state, social organizations and citizen’s in participation for effective housing reconstruction. The research was conducted with a view that despite much emphasis placed by aid-donors, communities, NGOs and governmental institutions, the recent experiences show that such commitments haven’t really been translated into reality at grounded level. This case study was done from period 2015-2017, two years since April 25th 2015 earthquake. The case study reveals that the state capacity, coupled with its collaborative efforts among other actors of governance is low when it comes to post-disaster reconstruction of private housing in Nepal. Some considerable measures have to be taken on monitoring and coordination mechanisms to speed up the reconstruction of private homes and yet more concrete efforts in increasing effectiveness of aid delivery and mobilizing local resources are required for reconstruction.

Although there may exist some technological, moral and social obstacles in the field of AI and IoT, and technological revolution also brings challenges to reemployment and social security, urban planners and governors still need to keep an open mind, embracing new technologies and making the best out of them.
