经济特区蓝皮书《中国经济特区发展报告》是教育部人文社科重点研究基地——深圳大学中国经济特区研究中心着力打造的高端学术品牌和标志性科研成果之一，首部报告出版于2009年，是国家教育部报告，被列入中国蓝皮书计划，是全国唯一的经济特区蓝皮书。它以动态研究方式反映每一年深圳等传统经济特区和喀什、霍尔果斯、图们江等新兴经济特区的政治、经济、社会、文化、制度、环境、创新、改革的主要进展及面临的问题、挑战和对策，具有权威性、前沿性和原创性，已经在海内外产生了标志性影响，是经济特区研究的重要成果，同时也是研究中国经济特区的重要资料来源，已成为深圳具有国际影响力的学术品牌。

《中国经济特区发展报告（2020）》全书分为总报告、专题研究报告、特区发展分述报告和特区发展动态考察报告四个主体部分。其中，总报告是全书的基本纲要，站在国家整体发展战略规划的角度，对中国经济特区及改革试验区和部分新特区一年来的发展状态进行整体评述。专题研究报告部分以问题为导向进行探索，以特区的发展现状、比较分析、政策建议为切入点，分别对特区所面临的产业绿色转型问题、碳生产率与可持续发展问题、科技创新问题、社会保障问题、公共就业服务体系发展问题、金融体制改革问题、特区文化产业问题等进行了综述分析，并针对每一具体问题提出了发展建议。特区发展分述报告是对五大传统特区及上海浦东新区和天津滨海新区一年来发展状况的历史性记录与梳理，偏重对不同特区特殊问题的比较，重点在于对不同特区进行个案分析，包括深圳、珠海、汕头、厦门、海南五大传统特区以及上海浦东新区和天津滨海新区的年度发展报告。特区发展动态考察报告旨在及时反映中国区域发展战略调整及介绍、借鉴国外经验，特别是，关注并反映新兴经济体经济特区的最新发展状况。特区发展动态考察报告的研究不断增加新的内容，本书新增加了《老挝经济特区（专区）建设与发展报告》。

Blue Book of Special Economic Zones：Annual Report on the Development of China’s Special Economic Zones is the high-end academic brand established in 2009 and has become one of the iconic academic achievements developed by the key research base of Humanities & Social Sciences of Ministry of Education—China’s Special Economic Zone Research Center，Shenzhen University. It’s a report of the Ministry of Education of China，has been listed in China Blue Book Scheme，and is the only blue book about special economic zones nationwide. It，by means of trend research，reflects the progresses regarding politics，economy，society，culture，system，environment，innovation and reform as well as the problems，challenges and countermeasures thereof in the traditional special economic zones like Shenzhen and the new special economic zones like Kashgar，Khorgos and Tumen River area，and hence it’s authoritative，cutting-edge and original. It has generated iconic influences at home and abroad，is the important achievement on special economic zones researches，the important historical resource for researches on China’s special economic zones and is the academic brand created by Shenzhen with international influences.

Annual Report on the Development of China’s Special Economic Zones （2020-2021） consists of four parts detailed as general report，reports on specific researches，reports on the development situations of the special economic zones and investigation reports on the development trends of the special economic zones. Among them，the general report is the basic outline of the whole book and is the overall review on the development of China’s special economic zones in the whole last year，including the reform experimental areas and part of new special economic zones，from the perspectives of the national development strategic planning. The specific reports review and analyze the problems encountered by the special economic zones regarding the green transformation，the carbon productivity and the sustainable development，the public employment service system，the social security，the scientific and technological innovation，financial institutional reform，the cultural industries through the problem-oriented exploration and by taking the development status of the special economic zones，comparative analysis and policy suggestions as the breakthrough points，and make development suggestions regarding every specific problem accordingly. The reports on the special economic zones record and comb the development over the past year of the 5 traditional special economic zones，Pudong New Area in Shanghai and Tianjin Binhai New Area，compare the special problems of different special economic zones，and focus on the case analysis of different special economic zones. This part mainly includes the reports on such 5 traditional special economic zones as Shenzhen special economic zone，Zhuhai special economic zone，Shantou special economic zone，Xiamen special economic zone and Hainan special economic zone and new special economic zones such as Pudong New Area in Shanghai and Tianjin Binhai New Area.

The part of investigation reports is a flexible structural arrangement with wide and extendable space to timely reflect the adjustments of China’s regional development strategies and to introduce and learn from the development of the foreign especially the emerging market economy states’ special economic zones. The researches in this part are also emerging with new content，and the report on the development of Laos special economic zone is added this time.
