Global governance has attracted more attention with the deepening of global interdependence and seriousness of global issues. However,the international society has divided on the question of how to govern. Generally speaking,there are three types of global governance paradigms,which are realism hegemonic governance,liberalism institutional governance and cosmopolitanism democratic governance. Since the end of cold war,especially the beginning of this century,the international system has gone through reforms and adjustments. The financial crisis which happened in 2008 has sped up reshape of the world order. The changes of international power structure and international norms have reduced efficiency of current global governance models. In the new context,there are various new global governance models put forward. The author believes that the new global governance model should be just and efficient;it should be based on the principles of comprehensiveness,equilibrium,progressive and effectiveness.

Civil society constitutes a significant component of global governance. For their dimension in terms of public communication,norm change,policy advice,or policy implementation,civil society organizations cannot be eluded in the complex game of today’s global politics. And yet,the role played by local and transnational activist actors cannot be taken for granted. It is indeed a role that is contested and always difficult to play. The paper concludes that organizational structure,repertoire of action,national and international political opportunity structure,and relations with political institutions are critical for the success of each civil society organizations.

Fragmentation of hard law and cluster of soft law are two highlighted phenomena for global governance. Fragmentation of hard law means a segregative,self-governing and uncoordinated phenomenon came out against the backdrop of long-term development of international law. Cluster of soft law means non-binding system plexus pattern. The two tendencies of global legal governance reflect the pursuit and preference of actors of international community and swing between tradition and reform on global legal governance ideas. The depth and width of global legal along with the space and conditions of global good governance were greatly improved by the development of global governance,however,the result of global governance is hard to be predicted if the two tendencies develop simultaneously. In this regard,balance of soft and hard is supposed to be a golden-mean way to boost global governance.

There is an argument that international tribunals violate the Principle of Legality because defendants often have no prior notice in the international criminal trials. This is a misunderstanding to the source of legitimacy of international criminal court. The legitimacy of international criminal court is derived from fairness and its process,not its international authorization. This chapter begins with the concepts of international criminal law and international criminal courts,and discuss the aim of international criminal trials and their possible conflicts with state sovereignty,then analyses the source of legitimacy of international courts in the perspective of nature justice,finally argues that the Principle of Legality has less importance in international criminal law than in domestic criminal law systems with criticisms of “the government abuse argument” and “the fair notice argument”.

The rationale for a world without nuclear weapons derives both from international security concerns and from moral considerations. The paper argues that for such a world to be stable,nuclear weapon infrastructure and materials also have to be eliminated and better safeguarded. The paper goes on to discuss ways in which the vision can be a guide to action,and addresses the obstacles to deep U.S.-Russian cuts in particular. While North Korea is a case of its own and the Israeli arsenal is embedded in regional conflicts,multilateral disarmament negotiations should include all the other nuclear weapon states. Progress depends very much on their ability to muster mutual respect and self-restraint. Finally,the paper argues that since the worlds immediately above and immediately below zero are likely to be unstable,it may be wise to stay at minimum deterrence levels in the low hundreds until nuclear weapons infrastructure and weapon-grade materials have been eliminated,and then go straight to a world below zero.

Currently,there are many challenges in the global trading field such as the imbalanced development,the rising protectionism,the collapsed Doha Development Agenda(DDA),etc.,due to the absence of the global economic governance. Thus,the global economic governance has become a matter of great urgency. China has been the largest beneficiary of the multilateral trading system since its entry into the World Trade Organization(WTO). Given that,as a responsible stake-holder in the international community,China should play a more active role in the global trading governance because the international status of China has been remarkably improved since the financial crisis in 2008,and its influence is also rising. The effective way of strengthening the global governance in trade is to reactivate the Doha round negotiation and China should act as a more positive player for it.

For too long,international society has focused almost exclusively on emissions of carbon dioxide. A fresh start to climate diplomacy would emphasize that carbon dioxide is not the only warming pollutant. At least 40 percent of current global warming can be blamed on short-lived pollutants. an unrealistic focus on permanence has proved counterproductive,obscuring practical steps that are already attainable and politically attractive to the countries that matter most. The best way to restore faith in climate diplomacy is to make tangible progress on those measures.

International migration is a key aspect of global integration. Currently,international migration is marked by a global governance deficit,where there is a big difference between international migration and other forms of global integration. The key question to be addressed in this chapter is whether enhanced global governance will actually benefit migrant workers and their families,or whether it is will instead lead to global migration management strategies that will actually reduce the rights of migrants and increase levels of exploitation of vulnerable migrant worker groups. A possible way of avoiding this,it will be argued,lies in linking migrant demands to broader struggles against inequality,impoverishment and exploitation in the Global South. To achieve this it is crucial to question dominant,neo-liberal understandings of development and economic growth. An important mechanism is a proposed new set of strategic indicators for the relationship between migration,development and Human Rights.

This paper pursues a multidisciplinary research agenda through combining International Relations theory and European Union studies,global history,and synchronic analysis of the international system,to answer the European international economic and foreign policy. Within the context of the current transitional international system,the currently observed multipolarity is an unprecedented one:heterogeneous,asymmetrical,interdependent,partially fragmented,it also includes multilateral cooperation and an emergent regional cooperation. The new transitional global context of this period offered the EU an opportunity to enhance its role within the post-Cold War international system in its state of flux. By their convergent action the EU and its member states,allied with emergent powers like China,could perhaps change the current anarchical world structure towards a more legitimate and efficient multilateral cooperation.

Institutionalization is generally measured through three parameters:obligation,precision,and delegation,to which we can refer when the level of security governance of ASEAN and of AU is compared. It is found that the ASEAN Regional Forum is lower institutionalized,while the AU’s Peace and Security Council-centered security architecture is highly institutionalized. The difference between the respective institutional designs lies the different perceptions of threat to their sovereignties. Great powers’ competition constitutes a kind of sovereign threat toward ASEAN member countries,so the ASEAN has developed “non-interference” as a fundamental principle of institutional building in security affairs. Great powers’ competition has been not as intensive in Africa as in East Asia and the sovereign threat in Africa are more related with lack of governing capacity. Therefore,AU is becoming involved in members’ internal issues,and has developed “non-indifference” norms in security affairs.
