社会服务志愿者队伍在我国社会转型与社会矛盾突出时期，其服务主要体现为对社会弱势群体进行救助，发挥维护社会稳定和保障民众生活基本需求的支持功能。但同时存在缺乏社会认知、支持资金缺乏、志愿者队伍建设不够稳定等问题。本研究通过对调研地点相关资料和文献的梳理，采用对比研究方法，总结国外的有益经验，分析我国社会服务志愿者队伍发展中的制约因素，战略性地提出了社会服务志愿者队伍中长期发展的建议。
,AbstractEN:Along with the development of social economy，the service of volunteers are developing very fast in China. During the period of social transformation and serious contradiction，the service provided by the community service volunteers mainly appears to help the social disadvantaged groups，to give full play on maintaining social stability and guarantee the basic needs of life for common people. Nevertheless，there are some problems，such as lacking social cognition，fund support，and stable team construction. By taking the method of contrastive study，summarizing foreign beneficial experience and related data and documents on the survey spot，the study is to analyze the restraining factors on the development of community service volunteers team，strategically makes some proposals on the long-term development of social volunteers.

,AbstractEN:In recent years，social organization incubator，social work services in government purchase and venture philanthropy effectively promote the transformation of government functions and the development of social organizations. But at the same time it also faces some difficulties：capital source is not stable，assessment and regulatory is difficult，the legalization level is low，the government to buy is easy to trigger a government dominant even rent-seeking corruption. Therefore，in order to realize the scientific development of government’s purchase，government should propose purchase services into the public finance system，insist on the principle of market competition and initial support，improve the evaluation and supervision system in the whole process，speed up the institutionalization and legalization of government purchase service，consummate the supporting policies，speed up the macro adjustment of the government’s functions.

,AbstractEN:From 2004 to 2008，more than 60 million American people helped others as a volunteer every year，the proportion of the total population reached more than 26%. The participation rate of the population from 35 to 44 years old was highest，participation rate of volunteering was positively related to educational level，the participation rate of white community was higher than other races，participation rate of employed population was higher than other employment types. Nearly 70% volunteers belonged to 1 volunteering organization，the median of the volunteering time one year was 52 hours. The volunteering spirit and tradition，the promoting and supporting of the leaders and the government，the fertile systems and the organizations are the important factors to promote the development of volunteering in U.S.，and are the great experience.

According to investigating some streets and communities in Beijing，the concrete conditions of community sports service talent team are concluded. ,AbstractEN:Since 2005，the activity of standardization construction for marriage registration was launched by Ministry of Civil Affairs，which kicked off the curtain of standardization construction for marriage registration. During the past seven years，the standardization construction of marriage construction has made remarkable achievements，and it is necessary to conclude and evaluate it，thus to propose policy suggestions for the marriage registration in the future. It is the start point and destination point of our research project. In this project，historical development process and achievements of institutionalized construction were combed for the standardization construction of marriage registration in China by starting from the connotation，characteristic，requirements of standardization construction，as well as the purpose，significance and major contents of standardization construction for the marriage registration in China. And then the standardization construction for place of marriage registration service，forms and certificates，working procedure，CI specification，information network platform，professional ethics and etiquettes，occupational standard，service concept and service ability was studied. Finally，the development trend and construction emphasis were proposed for the standardization construction for marriage registration service in China.

We should recognize the legal residency on the inheritance law，legal residency to no room occupants because of divorce，legal residency to the elderly，urban low-income and minor children. Legal residency person has the right to live with family together. Because of the personal property rights，it shall not be transferred，inherited，also cannot be became the object of compulsory execution. ,AbstractEN:This article is based on the Family Service Centre of Guangzhou，explore the local construction of community social work service system with disabled people.This paper argues that through the Family Service Centre for the various streets in Guangzhou，set up a system of community social work system services with the disabled people.This system has some main features such as government-led，civil works，professional-based，needs-based，social force，broad participation，etc.It also has a good reference for elsewhere to promote development of community-based social work with disabled people.At the same time，it also faces challenges from the service “fragmentation” and the lack of specialized.Therefore，this paper proposed that put the community social work service system with disabled people into the existing service system for overall planning；strengthen the talent team construction of social work with disabled people；deal with relationship between the community social work services and the existing community services with disabled people；take advantage of the community social work with disabled people，to mobilize resources and form social force.
