《南京文化发展报告（2015）》由总报告、行业篇、区域篇、调研篇、案例篇和附录组成。

总报告全面回顾了2014年南京文化改革发展所取得的成就，特别是在强化智库高位引领、深化国有集团改革、推进产业集聚融合、搭建公共服务平台、创新文化金融服务等方面取得的进展，并且明确了2015年的工作思路、重点目标和重点工作，主要包括深化改革、智库建设、格局巩固、规划引导、园区项目、创意设计、平台体系、文化金融、文资监管、文化人才等。

分报告包括行业篇、区域篇、调研篇和案例篇。行业篇主要报告了南京2014年公共文化服务、文化及相关产业、国有文化资产监督管理、文化金融、文化艺术事业的发展情况及2015年的发展思路。区域篇侧重反映每个区2014年文化建设的亮点，如玄武对文化发展软环境的优化，秦淮的集聚转型和融合创新，建邺的文化产业公共服务平台建设等。调研篇围绕宣传思想文化工作重点，如社会主义核心价值观的社会践行、创意之都的打造、功能区建设、文化与科技深度融合、文化产业公共服务平台体系构建、南京形象传播等问题进行了深入调查研究。案例篇精选了文化产业中的创新亮点，如文化金融的“南京模式”、金陵书苑、南京创意设计中心等，还收录了群众文艺志愿者辅导大行动、美德车站、道德模范工作室、文明创建“朋友圈”等文化建设创新案例。

附录篇主要收录了2014年南京重要文化政策、2014年南京文化产业统计概览、第二届南京文化产业“金梧桐”奖评选情况简介、2014年南京文化改革发展大事记。

“The Annual Report on Cultural Development of Nanjing（2015）” centered on the theme of deepening the cultural institution reform. It comprehensively summarizes the new achievements and new experiences of Nanjing cultural reform and development in 2014；analyzes the new situations and new problems of Nanjing cultural development；provides new ideas and new methods for boosting Nanjing culture construction up to a new higher stage.

“The Annual Report on Cultural Development of Nanjing（2015）” consists of a general report，reports on different fields，regional reports，thematic research reports，innovative cases and appendix.

The general report comprehensively reviewed the achievement on Nanjing cultural reform and development in 2014，especially the significant progress on strengthening the leadership by the think-tank；deepening the reform of the state-owned groups；boosting the agglomeration and fusion of the industry；building the public service platform and making innovative cultural financing service. It also defined the ideas，the main targets and the key points of the work in 2015 which includes deepening the reform；building the think-tank；structure consolidation；planning guidance；park projects；creative designs；platform service system；cultural financing；the supervision and administration of cultural resources and cultural human resources，etc.

The sectional reports include reports on different fields，regional reports，thematic research reports and innovative cases. Reports on different fields consist of the development status of public cultural service；cultural and relevant industries；the supervision and administration of state-owned cultural assets；cultural financing；literacy and art undertaking in 2014 as well as the development direction in 2015. The sectional reports focus on the cultural construction highlights of each district in 2014，such as the optimization of the soft environment of the cultural development in Xuanwu District；the agglomeration transformation and fusion innovation in Qinhuai District；the construction of public service platform in Jianye District，etc. The thematic research reports mainly investigate and research on the social practice of core socialist values；building a creative capital；founding the functional area；the deeper fusion of culture and technology；forming the public service platform system for cultural industries；and the communication of Nanjing city image. The innovative cases mainly introduce the cultural innovative cases such as “Nanjing Model” of cultural financing；Jinling Book Bar；Nanjing Innovative Design Center；campaign of coaching the mass culture and art volunteers；the Virtue Subway；the Virtue Model Studio and building a “friend circle” with civilization，etc.

The appendix includes the main cultural policies of 2014；an overview of the statistics on Nanjing cultural industry in 2014；the introductions of the enterprises awarded the Second “Jinwutong” Prize；the chronicle of events on Nanjing cultural reform and development in 2014.
