我国正处于重要的社会转型期，各类社会问题凸显并呈现复杂化、多样性等特点，传统的社会服务已无法有效满足公众的社会需求。改革 开放以来，我国经济高速发展，但是社会建设形势日益严峻，社会建设已成为社会转型时期的重要任务。同时，随着社会公众受教育程度和公民意识的不断提升，他们对社会服务的内容、层次和质量的要求也越来越高。从国际经验看，社会工作对解决社会问题、满足社会需求有着重要的作用。

当前我国社会工作进入快速发展阶段，制度建设成为我国社会工作发展的重要内容，本文提出我国社会工作发展迎来了制度化时代的基本论断。制度建设引领专业发展已成为现阶段我国社会工作发展的显著特点之一，而社会工作实务的探索和创新也在积极反作用于社会工作制度建设，两者形成互构互促的基本关系。未来一段时期，社会工作制度建设依然是我国社会工作发展的重要手段，并应适时积极推动社会工作立法，构建形成中国特色的社会工作制度体系。

,AbstractEN:Volunteer service is an important way in which common people participate in public affairs，meet the needs of society and solve social problems. Volunteers are not only significant human resources but also important social capital. The effective professional management will greatly promote the service performance and the level of voluntary service units，and realize the sustainable development of voluntary service. Undoubtedly，it will play an important role in the development of the volunteers and the cultivation of the volunteer spirit. In Taiwan province，the development of voluntary service has been matured and volunteers contribute a lot in every field of public service，for Taiwan has not only relatively perfect laws and regulations，but also a set of relatively mature management system. This paper introduces in detail of Taiwan’s volunteers management practice，and puts forward the countermeasures of improving the volunteers management.

,AbstractEN:This research introduces a new creative voluntary service “Pro Bono”，which based on professional skill and professional responsibility. This is an exploratory research on Pro Bono and its future. Comparing Pro Bono with three current volunteer service models，I find out these features of Pro Bono：Pro Bono is based on professional skill and professional responsibility，it’s more professional；Pro Bono serves organization but not individual；Pro Bono helps NGO’s capacity building directly and help solve kinds of social problems indirectly. As its great value，this research recommends that Pro Bono should be spread. Basing on the new institutionalism in sociology and organization theory，I anylze the current environment and put forward some advices. Strengthen the industry associations’ role in supervising and exciting corporations fulfilling their social responsibility，strengthen government policy advocacy on Pro Bono，strengthen public opinion’s encouragement on NGOs and corporations that are doing Pro Bono to promote the cognition and practice of Pro Bono，and achieve organizational isomorphism to make Pro Bono its development through the institution pressure and imitation mechanism in the end.

,AbstractEN:As a basic policy，“Birth Control” has been carried out for over 30 years in China，and it relieved the social pressure of the over-population effectively. But at the same time，the problem of Families with the Only Child Lost is getting more serious and became the special social phenomenon. The Only Child Lost not only destroys the family-structure but also subverts the domestic-relationships and does harm to the family functions. It makes a big deal to help families which lost one-child，reconstruct and construct aid system to those families among government，enterprises，NGOs and volunteers. This paper is aimed at the case of Xicheng district of Beijing，analyzed the reason，present situation，and the appeals of Families with the Only Child Lost，hopping to put forward some policy advices.

,AbstractEN:The article is about risk assessment and control of the family care to minors in low-income families in Beijing，in order to provide reference for preventing minors-growth difficulties. The research methods include sampling survey and in-depth interviews，which respondents involved 5 streets，5 social workers and 40 low-income families. According to the survey data，family care of minors is described from the daily life，education，company，communication，respect. On this basis，the risk assessment of minors-growth is involved with physical health，personality development，moral development，parent-child relationship and social interaction. After analyzing the cause，the advice to improve the system of family care is put forward.

,AbstractEN:NPOs are major parts of social system and are of vital importance to the development of social innovation. This paper summaries four kinds of NPOs and discusses their process of development and strategies from the perspective of life cycle by multi-cases method. After field researches into different NPOs’ life cycles，the paper draw the following conclusions：1） NPOs can cycle their lives by metamorphosing；2） the balance of NPOs’ mission，ability and support is the basic of building to last，which can promote social government and increase well-being. The paper suggests that actions should be made to strengthen the engagement of social innovation，release NPOs’ vitality，improve the social-government relationship and build innovative mechanisms.

,AbstractEN:Civilian-run rehabilitation organization for persons with disabilities as a supplement to traditional public rehabilitation institutions have developed rapidly in recent years，but because of the development of civilian-run rehabilitation organization for persons with disabilities were not given due attention by the government，civilian-run institutions and the treatment between public institutions and civilian-run institutions organization of different identities injustice，development of a general lack of industry planning，industry guidance and industry standards，multiple registration and management bring chaotic management and so on，leading to rehabilitation for persons with disabilities by civilian-run capital，technology，talent，development direction and positioning in the development of severe restrictions，operating process very difficult.
This paper selects Shaliwen rehabilitation center for case studies，analysis of the basic situation in the registration，financing，technology，personnel，institutions running，direction and other aspects of development and challenge，hoping to explore a Civilian-run rehabilitation institutions for deaf children healthy functioning of the model and development of dilemma.

,AbstractEN:As a part of the civil affairs service，the special comfort hospital play an important role in serving practice，clinical research，talents cultivation，etc. However，with the rapid development of social construction in China，today the special comfort hospital is facing a great of challenges，because of the particularity of the field it serves for，on the one hand it is responsible for the medical supporting service to the key entitled groups，on the other hand it has to face the market competition in the medical and healthy field. This paper first reviews the development history of the special comfort hospital，summarizes the history experiences，and then discusses the problems and difficulties it is facing today. ,AbstractEN:Since 27 Jul. 1987 when the ceremony for the first issuing of China’s social welfare lottery-attached donation ticket was held in Shijiazhuang City of Hebei Province，welfare lottery cause have existed for 28 years. According to the report published by World Lottery Association，the annual sales volume of welfare lottery in China exceeded that in Italy in 2014. From 1987 when it was founded to the end of Jun. 2015，the total sales volume of welfare lottery in China is over 1273 billion Yuan；it has collected a public welfare fund of 389.2 billion Yuan for the country，subsidized more than 300 thousand facility and non-facility social welfare and public charity projects，and benefited hundreds of millions of people. ,AbstractEN:China is witnessing a critical and complex transformation in social development with a plethora of social challenges，especially the incomplete social security system，and unreasonable resource allocation，which is more apt to cause expansion of tramps and mendicants，and makes a negative impact on the further development of Chinese society，economic，culture. Therefore，it is highly necessary to conduct research on relief management organization and its human resources management for accommodating tramps and mendicants. Based on previous research，the questionnaire survey to officers of Rescue Station carried out in the training class，and site investigation，the author studied the status and solution to human resources management of Relief management center. Through the analysis of the first-hand information，acquired from questionnaires and deep interviews with 258 participants taking Rescue staff training course，this paper arrives at the status of human resource management concepts，systems，training，development and planning in Relief management center. Meanwhile，through site investigation in Relief management center in Zhengzhou and Baoji，Shaanxi，this paper tries to find solutions to human resources management of Relief management center.

,AbstractEN:Recently，the number of special needs children is increasing，the effective requirements of education rehabilitation is higher and higher，for special needs children，living independently is not the only purpose，but also ask for high quality of life，such as better social communication participation. In this case，inclusive education pattern is immersing. The implement of inclusive education needs a great deal of education evolution，and relevant resource institutions，professional management and service support，especially inclusive education teachers（resource teachers included） etc. Ability quality and team building plays a great role in the inclusive education. The paper is on the basis of the demand survey of the inclusive education，through qualitative research method and literature review method to explore the situation of the team building of children services. The study found that the number of the special education teachers could not meet the needs of the development of the inclusive education. According to China Undertakings for Disabled Persons the 12th Five-year Development Program，the most important thing for the inclusive education developing is cultivating teachers for special needs children. The thesis focuses on the shaping of the vocational virtue of teachers，and gives the suggestion on the training patterns，curriculum constructions，social support system construction，and policy making. The conclusion of this study needs the practice of inspection and correction.

,AbstractEN:China is one of the homes to the large number of orphan children in the world. According to Child Welfare in China-Stocktaking Report，2011，712 thousand orphan children have been recorded in the office of China’s civil administration department in 2010. After the implementation of economic reform and opening up policy in 1970’s，China has made great strides towards modern education. However，problems like huge population，vast territory，and wide gap between the rich and poor in different areas become the key barriers to quality education for elder orphans and vulnerable children. Meanwhile，these problems also have great impact upon healthy development of overall society. For the China’s hundred year mission，education is the key and priority to achieve the task. The quality education for the elder orphans plays a significant part in shaping a healthy society. It needs special attention to build a principle of inclusive education for all the people in China.
