中文摘要
《中国卫生管理研究》将秉承“理论与实践相结合，为卫生改革与发展服务”的办刊宗旨，倡导科学、严谨、规范的研究方法，开展符合中国国情的卫生管理与政策研究，发表具有实践创新性和较高学术价值的原创性研究论文，为促进中国卫生事业学术研究的日益精进而不懈努力。
文章列表
本文采取文献研究、逻辑分析、实证分析等方式，把握新常态及供给侧改革的理论观点、经济学思想，探讨对公立医院未来发展的战略启示。研究认为，新常态下的供给侧改革是一种提高全要素生产率的经济改革模式，是中国各行业创新改革的逻辑起点。我国公立医院存在无效供给、供给不足等问题。最后，结合南京大学医学院附属鼓楼医院改革实践，本研究提出面对未来发展重要战略机遇期，公立医院须紧跟当前改革的要求，明确自身定位，做到“四个转变”，从六个方面提升供给能力，兼顾需求侧的保障，从管理体制和机制上推动医院的发展，引领医学的进步，为健康中国梦的实现而努力前行。
,AbstractEN:Literature study，logical analysis and empirical analysis were adopted to understand the theories and core ideas of “New Normal” and “Supply Side Reform” and to shed strategic enlightenment on the future development of public hospitals. The research showed that “Supply Side Reform” under “New Normal” was supposed as a developing economy reform model of all-in-all enhancement of productivity and the logical starting point of the reform and innovation for all industries. There are ineffective supply and less effective supply in China’s public hospitals. Combined with the reform practice of the affiliated drum tower hospital of Nanjing University medical school，the research suggests that，facing the important strategic opportunity period for future development，public hospitals must keep in step with current reform requirements，make self-orientation clear，do “Four Transforms”，improve supply capacity from six aspects and also consider “Demand side”，so as to promote the development of the hospital from the management system and mechanism，to lead the progress of Medicine，and to move towards to a healthy Chinese dream.

,AbstractEN:In recent years，the regions explored Hierarchical Medical System，announced policy measures and launched pilot work. Some provinces and cities formed some preliminary experiences and modes. According to the reform spirit，Xiamen city explored reform pathway for Hierarchical Medical System，which included the contents of “acute and chronic disease treatment separately，chronic disease treatment priority；the overall management for different grades facilities；three-type physicians co-management；flexible management，multi-win-win”. Xia Men city used Hierarchical Medical System to integrate health reform and combine with the value “to strengthen grassroots，to construct mechanism，and to improve health”. This practice effects were remarkable，and especially welcomed by the chronic disease patients and community staff. Xia Men city explored an appropriate template of Hierarchical Medical System，which reassured doubts and was worth promoting.

,AbstractEN:As enrollee，retirees are exempted from contribution to Urban Employee Healthcare Insurance （UEHI），which has been a basic rule of the game. Nevertheless，this rule has cast negative impacts upon functioning of the insurance，with regard to its expansion of coverage，financing equity，benefit sustainability and enrollment portability. The government reveals that the investigation on abolishing this rule will be placed on policy agenda，but this revelation has triggered popular dissent. A more practicable road for reform is not to get entangled with how retirees contribute but rather to abolish UEHI and to establish a quasi-NHS system. Only by doing this，China’s basic healthcare insurance system may get rid of aging crisis once and for all，restructure its incentive structure，and achieve sustainable development.

,AbstractEN:This paper constructs assessment indicator system for critical illness insurance policy，to analyze system target，operation process，implementation effect of policy in Taicang，Suzhou，Suqian，Sheyang of Jiangsu province. The analysis results show that the districts with the higher economic development have higher compensation ratio for residents，the districts with the lower economic development have higher family medical burden；in addition，the medical burden of rural families is higher than urban families. On this basis of analysis，this paper provides policy advices to perfect critical illness insurance policy.

,AbstractEN:Although the goal of the universal health care in China has been realized primarily，but there is faced with a significant problem of medical insurance is that how to redeploy the various resources and exert each advantages to realize the aim of government regulation separating from management，to improve the usage efficiency of medical insurance fund. Based on PPP mode，introducing the market mechanism and encouraging the commercial insurance companies to take part in the medical security system become a feasible way. This paper takes the Urban and Rural Residents Critical Illness Insurance as an example，combining the practice of the different regions，to put forward two participation modes：insurance contract mode and entrusted management mode. Through the comparative analysis of the two modes，this paper raises the policy suggestions to provide reference for local government.

,AbstractEN:Chronic disease is common in the elderly，primary health care institutions are important providers in preventing and controlling chronic disease which is a breakthrough point in building hierarchical medical system，and the reasonable reimbursement for essential medicine（EM） is an key lever in the choice of medical providers for elderly patients with chronic diseases（EPCD）. Therefore，provide EM at Primary Health Providers（PHP） among EPCD has the vital practical significance and feasibility on political，economic and technology. Considering the unbalanced development of regional economy，firstly，the policy maker need to adjust measures to local conditions and step by step；secondly，improve the supporting measures to avoid the moral hazard and waste of resources；Thirdly，improve policy known degrees by regular training and propaganda.

,AbstractEN:Since the party’s the third Plenary Session of the 18th CPC Central Committee，establishing a drug price formation mechanism driven by market gradually has become the consensus of the whole society，and medical insurance payment standard of the drug has officially entered the government’s policy agenda. This paper defines the connotation of medical insurance payment standard at the beginning，and then makes a deep analysis of the current situation in drug price regulation and the mechanism of the medical insurance payment standard. Combining with the analysis of the realistic environment，the author puts forward some implementation strategies，such as establishing the communication of multi-sectoral coordination linkage mechanism，standard according to the trade name to get started，and according to the common name for the direction，gathering information comprehensively such as quantity and price，etc.

,AbstractEN:Scientists and practitioners working in health and health-related fields develop new technologies and generate new knowledge to improve people’s health everyday. However，few of the new technologies and little of the new knowledge have been practically translated into real benefits to people in need. Even for the few that are translated into real benefits，the benefits are way below expectation. Aiming at bridging the “know-do” gap and translating the new knowledge and technology more effectively from “bench to bedside”，implementation science，as a rising field，has currently drawn much attention. This article introduces implementation science and focuses on the eight most commonly used research methods in implementation science，namely，surveillance，impact evaluation，economic evaluation，quality improvement，operational research，dissemination research，stakeholder and policy analysis and social marketing.
