>Building of the Third Asia-Europe Continental Land Bridge will promote cooperation between China and GMS countries.Under the framework of GMS cooperation,GMS countries are engaged in implementation of Trans-Asian Railway Project and Asian Highways Project.Once these two corridors that link China and the Indo-China Peninsular are under operation,China’s economic ties,personnel exchange and cooperation with Vietnam,Laos,Cambodia,Myanmar and Thailand will be greatly enhanced.Bilateral relations between China and India,Pakistan and Bangladesh respectively will also be promoted.The common interest between China and South Asia will increase.Security and stability of Southwest China will be more ensured.The Third Asia-Europe Continental Land Bridge will also help to develop China’s relations with the Middle East and European Union.

>In China’s 30 years’ experience of reform and opening-up,a considerable proportion of trade volume transported by sea went to South Asia,the Middle East,Europe and Africa.An access to India therefore becomes a new option for China’s reform and opening-up.For this end,Building an international passageway from Yunnan across Myanmar to India is significant in the following aspects.Firstly,it provides an easy access from China to South Asia,the Middle East,Europe and Africa.The cargo transport and personnel exchange will be less time-consuming and less costly.Secondly,it will promote China’s involvement in international cooperation and division of labor,which will help China to contribute more to the international community.Thirdly,it will enhance China’s ties with its neighbors.Fourthly,it will improve West China’s international competitive capacity in the development process of China’s national economy.Fifthly,it is significant for accelerate and further West China’s opening-up and its industrialization and urbanization process.Sixthly,against current global financial situation,it is an opportunity for China to improve regional economic structure.Yunnan province has made efforts in infrastructure construction,which lays a solid foundation for building of the international passageway to the Indian Ocean.This paper suggests including this project in the national strategy.A state-level coordinating mechanism should also be established as soon as possible for building this international passageway.

>The initiative to build the Third Asia-Europe Continental Land Bridge is considered very timely,particularly after the establishment of the First and the Second Asia-Europe Continental Land Bridges.The third Land Bridge links two most dynamic and fast growing economies of Asia(China and India),which are considered to be the future growth pole of the world economy.In order to establish this Third Land Bridge which is also known as the Southern Corridor,UN-ESCAP had already taken some pioneering efforts through the Asian Land Transport Infrastructure Development(ALTID)project,which includes the Asian Highway(AH),the Trans-Asian Railway(TAR)and facilitation measures.Over the years,countries along the corridor made substantial contribution to develop both the TAR and the AH to provide uninterrupted movement.Despite such efforts,there are still some missing links in TAR and some of the AH sections are still continuing to be below the minimum standard.Establishment of the Third Asia-Europe Continental Land Bridge will,however,need besides infrastructure,adoption of certain facilitation measures to ensure seamless movement across the border.Against such background,the author of this paper has provided a review of the present state of the TAR and the AH along the Third Land Bridge Corridor,together with an assessment of the present status of implementation of the TAR and AH Agreements.While recognizing the economic impacts of such Asia-Europe Land Bridges,and difficulties being faced in completing the Third Land Bridge,the paper expressed the view that the present geo-political situation in some of the countries along the corridor and slow progress in infrastructure building along certain sections of the corridor should be taken as a temporary phase.In order to ensure timely establishment of the Third Asia-Europe Continental Land Bridge,the paper concluded that sincere commitment and whole-hearted support of all the concerned countries along the corridor would be essential.

>This paper reviews development process of various regional transport passage way and Myanmar’s role with an emphasis on links between important international highways and Myanmar. According to this paper,the development of Southwest Corridor of the Third Asia-Europe Continental Land Bridge will be pursued in three stages. The first stage is the establishment of new links and improvement and expansion of the existing transport links within and among the areas covered by the Southwest Corridor of the Third Asia-Europe Continental Land Bridge. This paper suggests that the Southwest Corridor pass through the ancient Silk Road and connect Asian Highways. Moreover,restoration of Stilwell Road will enhance border trade and create employment opportunities. This road is also the shortest link between southwest China and Northwest India. The second stage is the transformation of the transport corridor into a “logistics corridor”,which not only physically links the different Southwest Corridor of the Third Asia-Europe Continental Land Bridge components,but also integrates and harmonizes the corridor’s policy,regulatory and institutional framework etc.. This would facilitate the efficient movement of people and goods,and the provision of related services such as storage,warehousing,trucking,insurance and freight management. The final stage is the transformation of the corridor into a full-fledged economic corridor,wherein goods and services would be flowing freely and efficiently to processing centers along the corridor for value adding activities or for export through international gateways. The integration of trade,investment and other economic activities at this stage is expected to contribute significantly to value addition,job creation and poverty reduction in the corridor and surrounding areas.

>The major difficulties and problems for building the Third Asia-Europe Continental Land Bridge are as follows.Firstly,implementation of this project demands international coordination since there are many countries and a wide region involved.Secondly,it is difficult for coordination in infrastructure construction and relevant policies and services.Thirdly,economic benefits brought by operation of this transport corridor are affected by competition not only from traditional maritime transport but also from international logistics market.Fourthly,Myanmar and Bangladesh have not signed the Intra-governmental Agreement on Trans-Asian Railway yet,which will in some degree affect implementation of this project.Fifthly,this grand project is facing financing challenge.Sixthly,there is the possibility for this project to be influenced and hampered by geopolitics and game among powers since the land bridge will run across several regions of international strategic sensitivity.Therefore,it is the foremost task for starting this project to formulate a feasible plan accepted by countries involved.This plan should be based on overall and systematic investigation and research,and on consideration of various complicated factors in order to construct common interest and realize mutual benefit for countries involved.

>This paper reviews historical background of Trans-Asian Railway Project and Myanmar’s important position in it,Myanmar’s railway system,and implementation of the Intergovernmental Agreements on Trans-Asian Railway as well as difficulties,obstacles and possible solutions in the building process of Trans-Asian Railway Project. The paper also provides a detailed feasibility analysis of Myanmar-India railway,Myanmar-China railway and Myanmar-Thailand railway. Myanmar needs to update its domestic railways which are of international importance in order to make these railways meet the technical standards of Trans-Asian Railway. According to this paper,the Myanmar part of Trans-Asian Railway will demand an investment of US$ 1.7 billion-1.8 billion. Myanmar is fully aware of Trans-Asian Railway’s significant influences on regional cooperation and is willing to take an active part in this project. Meanwhile,however,there are concerns from the side of Myanmar that it cannot fulfill the responsibility of international community.

改革开放30年来,中国和南亚各国的关系不断向前推进。2006年11月,胡锦涛总书记对南亚最重要的国家——印度进行了历史性访问,并达成了主要领域的多项合作协议,由此使中国和南亚国家的合作进入了新阶段。2007年4月,保山腾冲至缅甸密支那的二级柏油路正式通车,使大通道建设迈出了实质性的一步。但要打通中印南亚陆路大通道,实现中国和南亚各国的合作共赢,还有许多工作要做,任重而道远。下面谈谈自己对这条大通道建设的一些想法。

>This paper reviews Myanmar’s participation in bilateral and regional transport facilitation mechanisms and examines Myanmar’s significance in transportation linkage among India,Myanmar and China. According to this paper,the towns and cities located along the international transport corridors are of diverse topography,climate and economy. Some are not qualified to become trade hubs due to geographical position,infrastructure weakness,and lack of market access and so on. They may also vary in source of consumption and source of production. Despite such negative features,transport corridors may benefit some small towns by offering booming logistic and value-adding activities. In that sense,although their potential is important for the economic development of the corridor,the integration of small towns which have less potential is also important because it is also a facilitating context for the private sector. Meanwhile the obliteration of administrative,regulatory and political obstructions between the member countries are equally important. The improved transport links will also give an easy rise to terrorism and transnational crimes such as human trafficking,money laundering,drug trafficking,illegal border crossing,smuggling of endangered species of wildlife and other crimes. Bilateral and regional coordinating mechanisms are compulsory to ensure peace,security and the sustainable environment along the transport corridors. Political understanding and high level of international cooperation also plays an integral part in the success of international transport corridors.

>There are several conditions in the region favoring building of the Third Asia-Europe Continental Land Bridge.Firstly,the region that the land bridge will run across enjoys favorable geographic location and climate for construction.Secondly,there are dense railway network and ports with high throughput in the region.Thirdly,Asia,Europe and Africa will be linked together by this land bridge.Fourthly,in terms of transport need,increasing economic and trade cooperation in the region will promote carrying growth of this land bridge.China’s taking part in global enterprise competition will optimize cargo structure of the international transport passageway and bring further carrying increase.The Third Asia-Europe Continental Land Bridge facilitates trade among Asia,Europe and Africa,which will greatly exploit the carrying potentials of this passageway.However,implementation of this project is facing difficulties in the following aspects.Firstly,political disputes of the involved countries may bring difficulties in state-level cooperation and hidden dangers in future transport security.Secondly,it is difficult for construction financing and unification of technical standards.Thirdly,construction of multi-modal transport system along the land bridge can not keep up with regional trade increase.Fourthly,current development level of Yunnan province is not in keeping with its position in the land bridge.This paper suggests promoting implementation of this project by means of multi-lateral cooperation organization and settling disputes by way of peaceful negotiation.Related countries should be impelled to sign the Intra-governmental Agreement on Trans-Asian Railway and Intra-governmental Agreement on Land Bridge Transport.Regional coordinating mechanism should also be established for building the Third Asia-Europe Continental Land Bridge.

>Pakistan,in the recent past has been making concerted efforts to highlight the importance of its strategic geographic location and proposing to serve as a Trade and Energy Corridor (TEC) through creating a network of roads,railways and pipelines with an aim to linking West Asia,Central Asia,and South Asia. Pakistan’s participation is significant for building of the Continental Land Bridge. Implementation of this land bridge will continue to further the traditional friendship between Pakistan and China,and will also create a favorable environment for India and Pakistan through facilitation of personnel exchange and cargo transport. Meanwhile it will also enhance Afghanistan’s relations with its neighboring countries and thus benefits its restoration. This paper also introduces two corridors proposed by Pakistan:the North-South corridor connecting Gwadar port to the Chinese province of Xinjiang;the East-West Corridor,which would be creating links between South Asia and West Asia (Iran & Afghanistan),essentially a part of the UN-ESCAP planned Southern Corridor stretching by rail-links from Yunnan in China and Thailand via Myanmar,Bangladesh,India,Pakistan and Iran to Turkey. Pakistan is making considerable efforts in infrastructure building,for instance,Gwadar port’s development,Up-gradation of the Karakoram Highway,and construction of railways,which places a good foundation for regional transportation facilitation. Meanwhile,however,there are several technical issues to be resolved before the Southern Corridor could become functional;besides the infrastructural issues,there are issues pertaining to custom regulations,quarantine and security inspections and other legal procedures for trans-national shipments. Promoting inter-modal integration of the two networks is a challenging task. Moreover,while a major part of the infrastructure is already in place,it is important to create and strengthen the political will of the member states to make this dream come true.

随着中国与周边次区域合作的推进,客观上需要根据发展态势对以边境贸易为主的沿边开放模式实现转型。构建面向东南亚和南亚的国际产业合作带,可成为中国与周边国家加快区域经济一体化进程、使这些地区从“富饶的贫困”中摆脱出来的一种有效途径。构建这一国际产业合作带有利于中国西南地区边疆与周边接壤地区在共同增长中实现共同繁荣;有利于中国与周边国家地缘政治与地缘经济的协调发展;有利于解决中国西南沿边地区与周边接壤地区存在的一系列经济社会问题;有利于中国“走出去”战略的实施和产业结构的调整升级,实现国际通道经济效应;有利于中国的“富邻、睦邻”外交政策收到实效。从发展的态势上看,构建中国西南面向东南亚、南亚的国际产业合作带的环境已经形成,条件已经具备:该地区的区域经济一体化进程已从体制性框架协议向具体合作项目转变;所涉及的国家和中国西南省份参与次区域产业合作的意愿强烈,希望借助国际产业合作带动本地区经济发展;已经形成一系列有利于产业国际合作的政策体系和通道经济架构;中国在总体上产能过剩的情况下,有能力、有动力开展对“两亚”的产业投资;云南、广西作为中国走向东南亚、南亚的对外通道,基础设施建设得到很大完善。沿边国际产业合作带应当是多国和相关地区的共同意愿和共同行动。国际产业合作带的构建,对周边国家加快工业化进程、扩大贸易规模和减少贫困都有着积极意义和重大的经济利益。同时,对中国西南地区将产生各具特点的正向效应。构建中国面向东南亚、南亚的周边国际产业合作带涉及因素有很多,需要政府之间、地区之间、相关国家之间多方努力,也需要国际组织的协调与参与,只有形成合力,才能共同推动国际产业带从初级形态向机制化发展。

>China’s opening-up to the southwest neighboring countries is centered on border trade.This pattern can be replaced by construction of international enterprise cooperation zone among China,Southeast Asia and South Asia.A resourceful region therefore can be transformed into a region with high economic growth supported by certain enterprises.Construction of this zone will be beneficial to internationalization of Chinese enterprises as well as to adjustment and up-gradation of China’s enterprise structure,and as a result of China’s Good Neighbor Policy,will help to alleviate poverty and achieve peace and prosperity in southwest China and China’s southwest neighbors.Efforts from all related countries are needed for building such an economic zone.International corridor building and development of relevant ports are both essential.This paper also presents several suggestions for building this zone by maximizing the benefits of international passageways.

本文认为,新泛亚铁路南部线路应该使货物畅通无阻地直抵地区国家的经济发达城市。而目前提议建设的泛亚铁路南部线路并没有为地区国家提供进入中国东部沿海发达地区市场的通道,线路应延长至中国的北京或上海,印度的孟买、钦奈(马德拉斯)、加尔各答等城市也应被纳入线路。而且,为使泛亚铁路南部线路更高效地为地区国家服务,应由各国联合组建一个公司来管理货物的检查等具体工作,避免入一次国境开箱检查一次的繁琐手续,也能够避免偷窃及更多费用的发生。此外,将中印两国经济发达城市连接在一起的新泛亚铁路南线不仅可以有利于地区国家互利共赢,更可以使中印之间的竞争关系化为伙伴关系。

>The South Corridor of the Trans-Asian Railway (STAR) should provide easy and convenient access for European manufacturers to the great Asian markets. However,the proposed South Corridor building plan doesn’t provide for regional countries an access to Eastern China. This corridor should be prolonged to Beijing,or Shanghai of China. Indian cities like Mumbai,Chennai and Calcutta should also be included in the building plan. Moreover,it is necessary for related countries to co-organize a joint stock company with a long-term right to operate the system. The participating countries should contribute to its shareholding and the company STAR should make all the investments required to complete the project including providing the linkages in the less developed areas of Myanmar and other like regions. In other words,STAR will have a client relationship with all its network service providers. STAR will also have the potential to transform between India and China a potential rivalry into a great partnership.

>Developing countries are often constrained by inadequate transport infrastructure,transport legislation that differs from one country to another as well as those cumbersome and time-consuming border procedures. Recognizing the rapid growth in international trade and the pressure on the region’s transport infrastructure,the Asian Land Transport Infrastructure Development (ALTID) project was launched by UN-ESCAP to improve transport linkages both within Asia and between Asia and Europe. Building of the southwest corridor is part of this. Its implementation will greatly save time and cost for transportation,which is beneficial for regional development in trade,investment,transportation and tourism. Meanwhile,transport facilitation will promote cultural exchange,border trade and personnel exchange,which will help to ensure peace and stability of related countries. Moreover,southwest corridor will connect countries of different continents together and promote understandings among them. However,some analysts have expressed concern about the potential for growing cooperation in arms trade and nuclear power development among some countries due to transport facilitation.

>China’s southwest neighbors,mainly Southeast Asian countries and South Asian countries,enjoy rapid economic development and take an active part in regional cooperation.China’s southwest provinces have gradually deepened their ties with these neighboring countries.However,there are also problems in these countries’development process as well as complexity in geopolitics relations and external interference to this region.Against this background,China’s foreign policy towards these neighbors should be based on three premises:development in both home and abroad,China’s traditional Good Neighbor Policy,and global integration and multi-polarity as the trends of our times.Therefore,in order to deepen and further its relations with these neighbors,China needs to provide opportunities for its enterprises to be more internationalized,accelerate FTA building with neighboring countries and promote economic opening-up of China’s southwest provinces to its neighbors.Transportation is a basic precondition for regional cooperation.In this sense,building of the southwest corridor of the Third Asia-Europe Continental Land Bridge is in accordance with interests of regional countries.
