首先,全国范围的“深入学习实践科学发展观活动”继续深化,“提高科学发展水平”的要求已经明确提出。具体落实到人文发展领域,民生至上、均衡优先应当成为原则。长期“GDP崇拜”衍生出来的近年“文化产业增加值追逐”实在不合时宜,文化生产增长必须以文化民生增进为目的,把手段当成目的,结果只能是无效生产和虚假繁荣。其次,过去几年间,国内食品、副食品涨价带动物价指数上涨,在“十五”期间迎来文化消费高速增长之后,马上遭遇到一个文化消费紧缩期。2006~2007年全国城乡居民文化消费增速大幅下降,东中西部都有不少地区农村文化消费出现负增长,西部若干省份甚至整体呈现负增长。“十一五”文化民生发展要赶超“十五”面临着极大压力。再次,当下国际金融危机累及各国实体经济,欧美对“世界加工厂”产品的需求急剧下降,中国经济多年来的出口拉动顿时乏力,沿海大批外向型企业不景气,停工、裁员甚至破产,已经影响到劳动者大军的就业和收入,势必影响到城乡居民的消费,首当其冲将会影响到刚性消费之外的“非必需”精神文化消费。最后,改善民生,拉动内需,扩大消费,已经成为国家当务之急。其实这也应当成为今后的基本国策,以从根本上弥补中国经济增长的缺陷——消费对生产的拉动力严重不足,从中折射出来的实质问题正是民生不调。中国在“完善社会主义市场经济体制”过程中,必须学会依靠自身民生消费需求来拉动生产,这样才有可能同时以经济增长保障民生增进。
