在今天的全球风险社会和中国高风险社会中，风险、灾害、危机管理的重要性已无须多言。如果说风险社会意味着一个时代性的转变，那么人类如何与风险、灾害、危机共生，就是我们这个时代最为重要、紧迫的研究主题。
南京大学社会风险与公共危机管理研究中心一直致力于风险、灾害、危机的跨学科研究，至今已有十年。在这十年中，中国相继经历了南方雪灾（2008）、汶川地震（2008）、玉树地震（2010）、舟曲泥石流（2010）、温州动车事故（2011）、芦山地震（2013）、鲁甸地震（2014）等重大突发事件，在灾难中前行。在这十年中，伴随着管理实践的进步，我们的研究也在不断发展，从最初的理论引介到跨学科理论框架建构，再到规范的实证研究与积极的政策建言，在探索中发展。目前，南京大学社会风险与公共危机管理研究中心已经是江苏省和南京大学哲学社会科学重点研究基地，也设有社会风险与公共危机管理的二级学科博士点，拥有唐仲英项目平台，形成了稳定的研究队伍，承接了一批国家重大、重点研究项目，这些都为我们进一步推动风险灾害危机的跨学科研究奠定了基础。

美国事故指挥体系（ICS）自20世纪70年代发展至今已逾40年，过往许多研究指明这项系统本身在运用上存在许多局限，这些局限虽非全盘否定这套体系在管理灾害应变行动上的优点，却是美国灾害研究者与实务工作者争论ICS实用性的核心问题之一。本文依凭对ICS官方文件与在线训练教材分析的结果，讨论这套体系在设计上的逻辑与使用上的限制。文末笔者提出ICS在使用上的四项限制，分别为：①ICS无法应用在大范围灾害应变上；②ICS的使用者在面对不常见的状况与环境变化时，很难及时反应；③很难将ICS介绍给新加入救灾团队的个人；④ICS的使用者必须了解可进行临机应变的行动内容与范围。本项研究的成果可作为未来讨论ICS的基础，文末还提出未来研究ICS的方向与可能的发展，或许可为有志研究ICS的学者提供一些可行的发展方向。
,AbstractEN:The Incident Command System（ICS）has existed for more than 40 years—it was created in the 1970’s. Results from many research papers have pointed out some limitations of using this system at the scene of the disaster. The existence of these limitations does not mean that the ICS is the wrong system to use in disaster response. Rather，these limitations are a core aspect of the disagreement between ICS users and researchers regarding the effectiveness of the ICS. This research discusses the rationality behind the development of the ICS and the limitations of using this system on the ground. The researcher has conducted an extensive content analysis of both ICS official documents and online training courses. Results of the content analysis point out there are four limitations of using the ICS at the scene of the disaster：①It is difficult to utilize the ICS in a broad area，②ICS users have difficulty adjusting and adapting this system in unexpected situations，③It is difficult to introduce the ICS to new users，and ④ICS users must know the boundaries of their authorization to perform improvisations. This research will serve as the foundation for future ICS discussions. Suggestions for possible future ICS research will be provided at the end of this paper.

,AbstractEN:After the 18th CPC national congress，accountability has emerge multi-dimensional transition，such as the reduction of accountability events etc. These are achieved through of mechanisms of learning and adaptation，absorption and integration，optimization and upgrading，closed and sealing. The network technology is also playing an important role. Comparing to the accountability based on the citizen participation before the 18th CPC national congress，after the 18th CPC national congress，the results of accountability using the traditional top-down approach and the control technology within the system was significant. The development of the democratic accountability must actively promote participatory accountability.

,AbstractEN:So far，there are some studies on nu river hydropower development dispute. But from the perspective of policy argument，the reason of much controversy about the event is because the argumentation was led by elites’ unique and irreconcilable values. to be more specific，the support alliance took following actions such as starting decision agenda，leading the program selection process，forming alliance and support networks through advantages within the system，while the opponents alliance rely on the formal consultation，writing letters to leaders，launching signature and field research，public debate，and the help from medias and international organizations. This makes the argument process very different.

,AbstractEN:Facing the new situation that the line between traditional and non-traditional security threats have become increasingly blurred today，Civil Defense as an institution established in wartime began to shift from the original framework towards the new system which combines wartime air defense and peacetime tasks of disaster prevention and rescue. Compared with the countries that already established modern civil defense system，Chinese civil defense system stays on the primary stage of the transition. With the transformation of the social and economic since founding of new China，the functions of China air defense organization have taken place in the appropriate changes in terms of leadership system，institutions and other sources of funding. The development of civil air defense can be divided into five different phases in this paper，and we’ll described emphatically the characteristics of the evolution of China air defense.

,AbstractEN:With the deepening of the urbanization processes，the matter of the NIMBY is increasing. Though the academic community has a lot of discussion，there is lack of quantitative analysis of the existing research. Collecting the data from the Web of Science database and CNKI，this paper has a full sample analysis of 517 pieces of papers about NIMBY conflict from the core journals in China and overseas based on informatrics. The paper analyzes the literature，the extraction of high frequency keywords，high-yield，core institutions and highly cited papers by the software of Bibexcel and found out the research hot spot through the clustering analysis by the software of SPSS；Visualized and drew the knowledge map of the NIMBY conflict with the software visualization of UCINET，GIS and others. Through a comparative analysis on research present situation，focus and methods of analysis in China and overseas，the researchers found that there are little academic exchanges or effects in China. Lack of localization theory and quantitative research. Therefore，the research puts forward suggestions such as improving the quality of research，vigorously expanding the academic cooperation network，enriching the research methods，improving the research influence and so on.

,AbstractEN:International news agencies continue to play a major role in world’s dissemination network of news and information after the advent of the Internet era. Reporting of emergency incidents serves as an important arena for competition between domestic and overseas news agencies and an important vehicle for overseas news agencies to defame China and distort its image. This study analyzes overall reporting on capsizing of tourist ship “Eastern Star” during relevant emergency response operations after combing and coding text reports by six major international news agencies. This study concludes that both domestic and foreign news agencies paid attention to basic facts of the incidents proactively but with differences on types of reports，number of reports，focuses of reports，figures in reports，and sources of information，which reflects intrinsically differences of reporting stances between domestic and overseas news agencies. It’s suggested that authorities do a good job in information issuance on emergencies，reinforce service doctrine，influence media reports via mood management and public relations and restrain irresponsible reports by self-discipline bodies and professionalism.

,AbstractEN:In order to avoiding crisis，Organinzaiton must frequently scan environment. As a commonly used approach for public and private organization analysis and diagnosis for 30 years，environmental scanning is a regular activity of organizational strategic management and has been a hot topic of organizational management research and practice. This paper takes “the function and users’ intention of environmental scanning method” as links and reviews the application and development of environmental scanning method. It is believed that environmental scanning is the decision-making process enrolling information seeking，information analyzing and information use towards outside environment. Different users orientate environmental scanning differently and develop distinct structural elements. Environmental scanning，in the first place，is one management technology for organization to collect information. Through holographic scanning，organization can clarify its existing conditions. Secondly，environmental scanning is one skill that professionals need to master to conduct organization analysis and diagnosis. By analyzing adaptability between organization and environment，professionals can provide rational reference opinions for strategic decision-making of organization. Last but not least，environmental scanning is one technique which can be used in the process of management decision making within organization. Decision makers can make more intuitive judgments by scanning the environment. There are successful and failure cases of applications of environmental scanning in the long time of practice. Nevertheless，environmental scanning deepens and widens organizational understanding towards environment. Future studies need to be strengthened so as to provide support for public and private organization to adapt to the complex，sensitive and uncertain environment.

,AbstractEN:Local governments play a key role in emergency management by developing the necessary policies and concrete procedures for responding effectively to community emergencies and their aftermath. However，because emergency measures in most jurisdictions are rarely，if ever，activated，public managers find it difficult to perfect the emergency management system effectively. This paper studies on network approach to reconstruction local emergency management system. Network method can be treated as new trend that focus on information exchange and quick response. Finally，The writer put forward some suggestions on reconstruction of local emergency management system.
