1992年中韩建交以来，双边关系始终呈现加速发展态势，主要表现在政治、经济、人文、国际和地区事务四个方面。本文强调中韩双边与区域使命之间存在的相互促进关系，进而提出推进中韩及东北亚区域合作的5项建议：增进互信，牢牢把握两国友好的大方向；深化合作，进一步实现经贸关系的互利双赢；开拓思路，努力推进六方会谈进程；积极探索，加紧东北亚地区安全合作机制的建设；着眼大局，加强对国民友好感情的引导和培养等。
,AbstractEN:After the normalization of bilateral relations between China and ROK in 1992，in these aspects such as political，economic，cultural，regional and international affairs，bilateral relations have always accelerated developed. This paper mainly emphasizes on the mutual promoting relations between China and ROK on the bilateral relations and regional missions and put forward to five suggestions：enhancing mutual trust；deepening cooperation and further realizing the mutual benefits and win-win economic and trade relations；promoting the six-party talks process；exploring the construction of the security cooperation mechanism in Northeast Asia；strengthening and cultivating the friendships between the peoples of the two countries.

,AbstractEN:In the past 20 years，while the relationship between China and ROK developed quickly，it also faced the endless problems and obstacles because of the dualism inner structure. On the one hand，the common political，security，economic and cultural interests promoted the rapid development of relations between the two countries；on the other hand，the three internal structural contradictions will hinder the further development of the relations between the two countries. Therefore，the construction of the strategic partnership relations between China and ROK can’t copy the existing construction mode of bilateral relations simply，this kind of partnership relations should be deepened gradually rather than one step reaches the designated position. The two countries should follow this course，i.e. from easy to difficult construction mode，and with the aid of common interests existed between two countries，overcome the three internal structural contradictions and realize the strategic cooperative partnership on a case-by-case basis.

,AbstractEN:This paper doesn’t examine the relations between China and ROK from bilateral angle as usual but from a global level. This paper points out that ROK is an important partner for China because of three reasons. The first one is that ROK will help China pursue to establish a harmonious world；the second one is that ROK can help China convince the world that china will not be a hegemon power in the future；the third one is that ROK can also act as a buffer between China and United States. Finally，this paper brings forward some suggestions to establish a strategic cooperative partnership between China and ROK.

,AbstractEN:The United States’ financial crisis and the rapid development of China caused the change of the international environment in East Asia，the decreasing leadership ability of the United States and the weakening will of the rising countries to abide by the international standard caused the instability of the international order. This paper analyzes the new international environment and the influence on the Korean peninsula security structure and the relationship between China and ROK. The contradiction between China and South Korea relationship is not so much come from the recognition of bilateral relations but from the constrain of the new East Asia international environment. It is necessary for China and South Korea to consider these factors comprehensive when they try to improve the relations between them and the relations between ROK and DPRK.

,AbstractEN:In recent years，with the rapidly decline of inshore fishery resources，all the countries have strengthened their consciousness to protect their ocean rights. More and more fisher disputes and incidents occur between China and neighbor countries. Non-traditional security has become a new perspective to observe the Sino-ROK relations. The fishery disputes caused heavy losses not only to the fishermen of the two countries，but also caused serious negative effect to the development of bilateral relations. What’s more，some great powers make use of this chance to involve China’s neighbor issues. Therefore，both governments should coordinate with each other to solve the fishery disputes，and push the Sino-ROK relations forward into the future.

,AbstractEN:In the Korea democratic consolidation period，when “conservative partisan” and “progressive partisan” prepared for the election of members of congress and presidential election，they didn’t have a long-term strategy，but short-term political interests which caused complex political relations. Reform initiatively will get the support from the people，but the imitation cannot attract the people. In the political reform process，president Kim Dae-zhong advocated the “national government” to go against government arbitrary，president Rho Mu-hyun’s “government of participation” made the convertion of relations among state power，social power and civil right relationship from “master-slave relationship” to “common governance relationship” and president Lee Myoung-bak’s pursuit of “pragmatism” is aiming at solving the “political surplus”.

,AbstractEN:In recent years，under the influence of the global FTA wave，South Korea and Japan began to promote the FTA step by step，going through from negation to affirmation，then to active promotion，with WTO principles being neglected. Because of their similar domestic industrial structures，South Korea and Japan are both facing great stress from home on the FTA with the United States. To make the FTA realized，South Korea and Japan conducted competitive accelerated development with influence on each other. In the end，South Korea-US FTA came into effect while the Japan-US FTA also took shape gradually within the TPP framework. It remains to be seen whether or not signing the Free Trade Agreement with the United States is a proportional cost-benefit way for South Korea or Japan respectively？There are still a lot of uncertainties. From the perspective of economic diplomacy and on such five dimensions as purpose，implementation conditions，effect，domestic reaction and policy outlook，this article makes a comparative study on South Korea-US and Japan-US FTA policies，providing references for China’s participation in the East Asia integration process.

,AbstractEN:Japan and DPRK were part of the two opposing camps in the United States and the Soviet Union. The two countries have been in a state of hostility during the Cold War. Since the end of the Cold War，DPRK has been the only Asian country which has no diplomatic relation with Japan. During the negotiating process to normalize relations，the two countries both took the position of the other country when the cold war ended. The reason of Japan’s negative attitude to North Korea’s “active diplomacy” during the Cold War was the influence from U.S. and ROK after the end of World War II. After the end of the Cold War，the difference of the focus of the two countries caused the failure of normalization negotiations. In addition，Japan’s policy toward DPRK is lack of consistency and has no clear objectives，which is difficult for Japan to achieve substantial success.

,AbstractEN:Yuan Shikai，as the business committee member of Qing Dynasty to Korea from 1887 to 1891，adhering to the will of the Qing government to deal with the “Piao Dingyang Event” and thus caused the diplomatic dispute with Korea. But as the negotiations with Korea Dynasty failed，Yuan Shikai changed his tough approach to a gentle way from 1890，and finally performed his duties on the basis of decent. Historical facts shows that the evaluation of Yuan Shikai during the period is not objective and fair.

The research mainly focused on these topics：the relations between Qing Dynasty and Korea before Qing Dynasty entered into Shanhai Pass，especially on the emperor Huang taiji period；the policy of Qing Dynasty toward Korea after Qing Dynasty entered into Shanhai Pass；the ideas and the policy of Korea toward Qing Dynasty；the cultural exchanges between Qing Dynasty and Korea；the border affairs between Qing Dynasty and Korea；Li Hongzhang and Yuan Shikai’s effects on the relations between the two countries. On the basis of the analysis，this paper put forward some suggestions. We should enhance the research on these topics such as the political relations between the two countries in the middle of Qing Dynasty，the changing political relations between the two countries in the late Qing Dynasty，the cultural exchange between the two countries in the late Qing Dynasty，the maritime trade and business across the borders；the negotiation and cooperation on the border affairs and the compiling and examining of the historical materials and etc.

,AbstractEN:From A.D.42 to A.D.562，there was a Gaya federation consisting of some small countries existed at the basin of Nakdong river. Just as the Silla，Paekche and Koguryo，Gaya held a broad territory on Korean Peninsula. The history of Gaya confederacy maybe divided into two parts roughly：The earlier period of Gaya federation （from A.D.1st century to middle of 5th century） took Pusan and Gimhae area as the center；the later period of Gaya Kingdom （from the late 5th century） took Daegaya as the head which is located at Goryeong county of North Gyeongsang Province. The Gaya had already achieved the high level culture which is generally reflected on its ancient grave culture. At present，the research system frame，i.e. the Three Kingdoms time didn’t conform to its historical facts and we should strengthen the research on the history of Gaya.

,AbstractEN:This essay introduces three precious literature materials dated back to the end of Li Dynasty of Korea. Firstly，a discourse on politics written by Mr. Zhou Weihan，a successful candidate in the highest imperial examination，together with comments given by the examiner. It reflects the far-reaching influence of Chinese Imperial Examination Culture toward Korea as Korean imperial examination is similar with China both in its content and form. Secondly，a manuscript called Complete Classic Ancient Prose，Volume 2，by Mr. Li Xueyong，a Korean scholar. It mainly collects poems written by famous Chinese scholars since Tang and Song Dynasty，and is a proof that Chinese Confucianism culture is deeply rooted in the Korean peninsular. Thirdly，the Korea Hunan Chorography written by Korean scholars during the regime of Emperor Tongzhi and Guangxu. Although it was published in 1934 and underwent the censor of Japanese colonial rulers，the inscriptions and characters maintain the evidence of Korean patriots’ rebellion against powerful and treacherous court officials and Japanese colonial rulers. These three cultural relics not only reflect history and culture by the end of Li Dynasty，but also prove the long history of Sino-Korea cultural exchange.

,AbstractEN:In Jeongyu War occurring in 1597 because of Toyotomi Hideyoshi’s second invasion，Chinese official Ding Yingtai’s impeaching of Korean liege，Chinese generals in Korea and officials in Beijing had complicated and subtle meanings. Ding’s charge aroused strong reactions of Korean liege especially political fights，so Korean diplomatic corps were dispatched to Beijing in order to justify and defend. They made preparations and took action zealously，winning the final victory and achieving the goal. This diplomatic dispute was resulted from Ming Dynasty’s political fights and also was calmed down by Ming Dynasty’s political fights. It intensively showed both Sino-Korean interdependent political fights and each liege fights，revealed authority essence of Sino-Korean tributary relations，so it’s doubtful whether Sino-Korean tributary relations were stable in Ming Dynasty.
