一个真正高效现代化的政府，不是简单地纳入更多的服务对象，从而不辞辛劳地提供服务的政府，而应该是更多地向社会与公众授权的政府。一个拥有现代治理能力的政府，应该是一个拥有预见能力的政府，而不是治疗的政府。从某种意义上说，政府更重要的职责不是提供服务，而是解决问题。幸福的目标只有一个，那就是让人们的生活变得更加美好。这正是改革的目的和追求科学精神与人道精神的意义所在，也是实现现代化国际化创新型城市的意义所在。
,AbstractEN:A highly efficient and modern government is not a government that simply collects the information of target groups and then goes the trouble of providing services，but a government that authorizes more power to the society and public. A government having modern governance capacity shall be a government having predictable capacity but not a government only conducting treatment for remedy. In a sense，the more important function of a government is not to provide services but to solve problems. The goal of happiness is just one，that’s，to make life better. This is the purpose of reforms and the significance of pursing scientific spirits and humanity，and also the significance of realizing modern，international and creative city.

,AbstractEN:The establishment of Special Economic Zones is a key strategic choice for the development of China. To promote the economic rise of the whole China with the economic development in the Special Economic Zones first has become the Chinese Route of realizing the modernization construction of China，and has produced profound and wide influence in the world. In thirty-five years，the practice of the Special Economic Zones of China has demonstrated a dynamic evolution process from the perspective of time，changing from institutional experimentation-oriented to regional development-oriented and then to development-oriented； and the setting for the desired functions changes from the overall to the strategic region and then to specific region； the nature develops from institutional experimentation to comprehensive practice and then to route exploration. In the whole，the historical practice for the Special Economic Zones of China tries to find answers from the aspects of target institutions，development routes and the methods of institutional transformation.

,AbstractEN:Special economic zones are the important pivots for China to implement the unbalanced growth strategy. From the theoretical aspect，the establishment of special economic zones originates from the western theory of unbalanced growth. The theory of unbalanced growth says that the economic growth is unbalanced and breakthrough for economic growth shall be found. While absorbing the essentials of this theory，Mr. Deng Xiaoping has formed his idea of unbalanced growth，which has become the solid foundation for the establishment and development of the special economic zones in China. The special economic zones have realized the expansion from one type to various types based on the requirements for the economic growth of China in different historical periods. The special economic zones have opened the road to build socialist modernization of Chinese characteristics； this road is a road for unbalanced growth and road for progressive reforms. The roles of special economic zones in the unbalanced growth of China are demonstrated in：firstly，they drive the rapid growth of the economy of China by becoming the growth poles of the economy of China； secondly，they become the pilot for institutional reforms，realizing the fundamental transformation from the system of planned economy to the system of market economy and also driving the reforms in politics and vulture fields； thirdly，they have effectively exerted the effects of window，demonstration and driving functions，become the window of reform and opening-up，the demonstration area of modernization construction，and thus have driven the development and reform in the surrounding regions and other regions of China. The exertion of the special economic zones’ roles depends on forming the good interactive and innovation systems between decentralization reform and opening up.

,AbstractEN:Industrial transformation and upgrading are important part of the economic growth process，so to clarify the relationship between the structure and the amount has become the key to sustainable economic growth，also the key of integrating industrial economy and economic growth theory. We analyzed and compared the differences among five SEZs’ economic development and structural evolution process in the real development scenarios. After description of the basic picture of SEZs’ evolution of industrial structure through industrial development leading coefficient，Lilien value and the More value which measured the direction and speed of industrial transformation and upgrading process. Furthermore we decomposed the growth effects of industrial transformation and upgrading from the single of factor and total factor productivity point verified factors which influence industrial transformation and upgrading. The results shows us that，（1）the structural effects on economic growth which coming from industrial transformation and upgrading showed a decreasing trend，and long-term economic growth dependent more on technological advances within the industry，（2）even the evolution direction of structural effects which coming from industrial transformation and upgrading is consistent in the long term at different regions，but there is a big difference on the evolutionary path，and sustainable growth requires both the rationalization and advancement of the industrial structure，（3）industrial transformation and upgrading is rooted in the economic growth system，and they reinforce each other and dynamic accumulation，so the sustainable growth requires a mutual adaptation of the total economy and structural.

The reasons lie in that：the special economic zones in North Korea are too conservative with single form and stress the sovereignty too much during the process of cooperation with outside parties； the special economic zones are restrained due to the low levels of opening up and self-driven spirit； the policies of the special economic zones are not stable and the market economy there is underdeveloped； the development of the whole country doesn’t coincide with that of the special economic zones. North Korea has initiated a new decision and planning for the construction of economic development zones in recent years，however，the development of the special economic zones may still face many unknown factors.

,AbstractEN:Driven by the impulse for diversified operation and the good demonstration effect of Ping An Insurance，the insurance industry in the special economic zones of China should be expected to make innumerable cases on strategic entrance into the banking. However，so far，except Ping An，the insurance industry in the special economic zones of China gets involved in the banking only concerning financial investment with the aim of pursuing the price difference on the banking shares from the secondary market，while strategic acquisition of bank is rarely seen. This paper，using the empirical data based on which Ping An strategically entered into the banking，tries to make a positive analysis on the synergy of the acquisition of a bank by Ping An，and comes to the conclusions that the banking-insurance synergy of the acquisition of a bank by Ping An is significant and it successfully avoids following the track of overthrown Allianz，and in the future，the insurance industry in the special economic zones of China has stronger intentions and less rick to make strategic acquisition of bank than that of Ping An Insurance at that time. It can be expected that the confidence for the insurance industry in the special economic zones of China entering into the banking will be enhanced and the steps into the banking will be quickened.

,AbstractEN:International logistics especially international transportation has accelerated the globalization. With the increasing of international division of labor，the dependences among countries have been gradually growing，and this also leads to more economic globalization and regional economic integration. The integration has obviously enlarged markets and economy of scale.
The acceleration of international logistics makes ports and industrial estates play more important roles in the world. In addition，the expansion of supply chains among the world has made the rise of ports.
The Qingdao Qianwan bonded port was built on September 7thin2008，which has been the eighth bonded zone. Until 2010 June 14 bonded zones were built in China，and has been a new model for China to open the door to the world. Because of the short period of development of bonded zones，and the lack of experience and scientific instructions，the advantages of bonded zones have not been showed until now. The bonded zones in China learned some successful operation methods from foreign free ports，but they are also different in some aspects. So in this paper we firstly analyzed the successful operation factors of free ports in foreign countries，collating the developing situation of China’s bonded zones. We also discussed practical situations of Qingdao port and the operations model of bonded zone，and finally mentioned the intension of the operation of Qingdao bonded zone to supply some theoretical and practical references for the development of Qingdao bonded zone.
